- THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. The purpose of this notice is only: 1) to encourage and seek small business participation; and 2) to identify capable small businesses. This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can provide - SCOPE The scope of this work is to provide clinical and policy consultation and technical assistance in designing and conducting studies regarding patient safety and quality of care provided to Medicare and Medicaid beneficiaries. Most immediately, this will include a study regarding quality and safety provided to beneficiaries discharged from acute care hospitals to post-acute settings, such as Skilled Nursing Facilities (SNF), Inpatient Rehabilitation Facilities (IRF), and Long-Term Care Hospitals (LTCH). The Office of Inspector General (OIG), Office of Evaluation and Inspections (OEI) conducts national evaluations of HHS programs from a broad, issue-based perspective. The evaluations incorporate practical recommendations and focus on preventing fraud, waste or abuse and encourage efficiency and effectiveness in HHS programs. The contractor will accept assignments from the OEI Project Officer(s) and work collaboratively with the OEI team. CORE TASKS Core tasks of this effort would include: 1. Conduct preinspection research such as reading academic and clinical publications and contacting stakeholders; 2. Assist in developing OEI work plan items regarding patient safety and quality of care; 3. Contribute to OEI research designs, medical review protocols, and final report products; 4. Train medical record reviewers on study protocols (registered nurses and physicians); 5. Lead the medical record review process in collaboration with OEI staff, including facilitating clinical review conference calls with medical record reviewers and OEI staff; and analyzing resulting clinical data; 6. Communicate with OEI and OIG front office staff regarding development of work plans, research designs, data collection and analysis, medical record review, and OEI draft reports for review depending on workflow needs; 7. Communicate with contracted medical record reviewers (physicians and registered nurses) to develop protocols, train, and reach consensus on clinical decisions; 8. Ensure that they have access to a viable internet connection in order to handle large files and quick transmissions needs by telephone, fax and internet, provided by the contractor; 9. Make travel arrangements and travel to meet with OEI staff and medical reviewers, as needed, likely including two trips from Orlando, FL to destinations selected by OEI; 10. Assist in the development, logistical planning, and facilitation of medical record reviews targeted at quality and safety issues in post-acute settings; 11. Participate with OEI in any needed evaluations of specific healthcare facilities, including assisting in developing evaluation protocols, conducting medical record and policy reviews, and conducting onsite evaluations; 12. Submit monthly progress reports about study activities to the OEI Project Officer(s) in a format that is mutually agreeable; 13. Produce a final report outlining tasks completed at the end of the contract period. The minimum contractor requirements are: 1. Hold a degree in medicine, a State license to practice medicine, and a satisfactory record in practicing medicine for a minimum of 10 years; 2. Demonstrate national leadership in conducting medical record reviews to identify adverse events and related patient safety and quality of care issues; 3. Demonstrate expertise in clinical use and supervising clinician use of the Institute for Healthcare Improvement Global Trigger Tool, a mechanism for reviewing medical records to identify potential adverse events; 4. Demonstrate knowledge and experience in working with the Indian Health Service mission and system of healthcare delivery including IHS Direct, Tribal and Title V Urban hospitals and clinics and working with federally recognized tribes and tribal entities; 5. Demonstrate knowledge and expertise in hospital patient safety and quality issues, with a minimum of 20 years experience working in a hospital setting; 6. Demonstrate ability to develop evaluation protocols for data collection, analysis, and aggregation of data from medical records and other healthcare sources; 7. Demonstrate ability and experience in using software to enter and analyze data, including Microsoft Excel and Microsoft Access; 8. Demonstrate knowledge and experience in working with large projects with limited capacity as well as those with larger capacity (i.e. one or more FTE's); 9. Demonstrate satisfactory record of 5 years experience as trainer, medical record reviewer, and technical assistance provider regarding patient safety and quality of care issues; 10. Demonstrate a satisfactory record of integrity, business ethics and provide a list of prior contracted labor for past five (5) years related to review and evaluation projects targeted at Medicare beneficiaries, adverse events, patient safety, and health facility quality. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE, INCLUDING ANY TEAMING ARRANGEMENTS AND SHOULD NOT EXCEED 30 PAGES. Capability statements must also include the following information: Company name, address, DUNS, Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUB Zone small business, small disadvantaged business, and women owned small business). Teaming Arrangements are encouraged. All teaming arrangements shall also include the above-cited information and certifications for each entity on the proposed team.
