Description
The National Institute of Allergy and Infectious Diseases (NIAID), Division of Extramural Activities (DEA), has a requirement for assessing the administrative capabilities, or infrastructure, for contracts and grants, and developing administrative infrastructure, as needed, based on the assessment of foreign institutions that receive NIAID funds. Assessments will be performed onsite at foreign institutions worldwide, including institutions located in many developing countries in Africa, Asia, Eastern Europe, Central America, and South America. The scope of this contract is to perform onsite international financial systems reviews and provide related administrative technical assistance that supports the National Institute of Allergy and Infectious Diseases (NIAID) grant, cooperative agreement, and contract awardees. The Contractor shall manage and support financial systems' best practices for managing NIAID, NIH awards abroad. The successful contractor will be required to assess the administrative capability of contract and grant awardees, and provide technical assistance in the areas of general project oversight, finance, procurement, personnel, and travel, as needed, based on the assessment of the foreign institution. Activities in these above referenced areas include staff training and development of tracking and reporting systems. Currently, one service center is established and operating in Mali, Africa. The contractor will assess the foreign administrative and financial systems and procedures of this service center, and establish and strengthen up to five (5) additional service centers to support NIAID research partners. The contractor will be required to organize and staff international post-award training workshops, foreign institute-specific onsite administrative training and financial management activities, and US-based meetings that focus on NIH foreign funding policies. Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary equipment and facilities, services, qualified personnel, and material, not otherwise provided by the Government, as needed to perform the Statement of Work. This requirement will be publicized using full and open competition procedures. A cost-reimbursement type, indefinite delivery, indefinite quantity contract is anticipated. NIAID intends to award a one year contract beginning approximately November 1, 2011, with the option for four additional contract years. The Request for Proposals is expected to be available for download on www.fedbizopps.gov on or about June 23, 2011.
