- The 14th Contracting Squadron, 495 Harpe Blvd, Suite 256C, Columbus AFB, MS 39710 intends to solicit and award a firm fixed price, sole source Purchase Order to Johnson Controls, Inc, for a Non-Personal Service to provide the following: all supervision, personnel, equipment, transportation, tools, supplies, material, labor, and all other items necessary to provide maintenance of Energy Management and Control Systems (EMCS) at Columbus AFB, MS. This purchase is for a commercial item/service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13.5. Other than full and open competition is authorized pursuant to FAR 13.106-1(b). JCI is the original manufacturer of the installed EMCS and retains the proprietary information necessary to perform the services required. Due to the fact that JCI retains its proprietary rights to the METASYS software, JCI is the only source that can provide the needed maintenance updates to the existing system. This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to SrA Eric Jorgensen, Contract Specialist, eric.jorgensen@columbus.af.mil no later than 4:00 PM CST on June 22, 2011. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
