Description
JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION 1. Identification of Agency and Contracting Activity. This Justification and Approval (J&A) for Other Than Full and Open Competition is executed on behalf of the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Vocational Rehabilitation and Employment (VR&E). 2. Nature/Description of Action. This activity proposes to negotiate a noncompetitive award (sole source) with Milicruit UBM Studios, for the procurement of services for: Perpetual Virtual Career Events. 3. Description of Supplies/Services. The Contractor shall provide all resources necessary to host a perpetual Virtual Career Event through December 31, 2011. The perpetual event includes quarterly all hands virtual career fair (one per quarter) and six especially themed events. The especially themed events will be conducted at a rate of one per month (June 2011 through December 2011). VetSuccess will have the privilege naming one themed event during this six-month timeframe. VetSuccess Logo will be posted on either side of the entrance or will encompass a large VetSuccess Logo across the plaza entrance and will be the sole platinum sponsor. Career fair visitors will be able to click on either of the VetSuccess logos for direct entry to VetSuccess virtual booth. The VetSuccess virtual booth will be the first booth visitors see when entering the career fair. Major Responsibility: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. This requirement provides on-site executive-level business support to the Under Secretary for Benefits (USB) and the VRM program regarding all information technology (IT) and business modernization efforts for VA that are applicable to the VCC. Supplemental Responsibilities: oVirtual booth will be available 24/7 for the remainder of the year oVBA will have flexibility in scheduling which days to staff booth oVBA booth will be active for the three remaining all hands career fairs this year oMonthly detailed reports on all new booth visitors oVBA ability to host virtual career days based on job descriptions or locations oVirtual Call Center prototype business modernization initiative and information technology-related projects and programs. The proposed total contract cost for this six month perpetual event is estimated to be $60,000. 4. Identification of Statutory Authority. The statutory exception permitting other than full and open competition for this acquisition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5. Demonstration of Contractor's Unique Qualifications. UBM Studios is a division of United Business Media, LLC a US based wholly owned subsidiary of United Business Medial Ltd. UBM as a firm has significant vast delivering engaging virtual events. Milicruit has hosted several career fairs for active duty, veterans, and military spouses over the past year. Most recently Milicruit hosted a virtual career fair that went live on March 10, 2011. The virtual career fair was a tremendous success bringing together over 18,000 visitors to the 62 employer booths. The also host some government agencies such as VetSuccess, Department of Labor, Treasury, NSA and Secret Serviced.. 6. Description of efforts made to ensure offers are solicited from as many potential sources as practicable. N/A 7. Determination of Fair and Reasonable Prices. No award shall be made until the Contracting Officer determines the costs to the Government to be fair and reasonable. 8. Description of Market Survey. The skills and experience required for this project are well defined and specialized. As mentioned in the above section, UBM Milicruit Studios, LLC has the required personnel with the experience needed for the successful completion of this requirement. Furthermore, this is the only vendor identified performing this level of service in a virtual environment. However, market research was conducted to develop an Independent Government Cost Estimate. 9. Other facts supporting the use of other than full and open competition. None. 10.
