- The U.S. Army Corps of Engineers, Philadelphia District, Marine Design Center is soliciting offers under Request for Quotation (RFQ) No W912BU-11-T-0038 to acquire new castings and their patterns for the dredge suction and discharge piping to be used onboard the U.S. Army Corps of Engineers, Portland District's dredge YAQUINA plus option for additional dredge pipe castings in accordance with Scope of Work and Drawings. The castings to be acquired are elbows, s-pipes, and wye castings and the castings as well as the patterns shall be delivered to Portland, Oregon. The USACE dredge YAQUINA is an ocean going hopper dredge. Proposals will be evaluated based on technical factors and price. As a whole, technical factors will be more significant than cost. In descending order of importance, technical factors include past experience, schedule, inspection services offered, and method of repair. The RFQ will be available on or about 15 June 2011. This action will be procured in accordance with FAR Part 12, Acquisition of Commercial Items. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage-https://www.fbo.gov. Interested offerors must register with FBO before accessing the system. Offers will be due on 07 July 2011 at 01:00 pm eastern time and may be faxed to (215) 656-6780 or emailed to helena.r.dinofa@usace.army.mil. Quotes should include pricing and certifications and representations. Offerors are responsible for printing paper copies of the RFQ. This procurement is 100% Set-Aside for Small Business. The North Atlantic Industrial Classification (NAIC) for this procurement is 331513 with a size standard of 500 employees. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. No other notification to firms for this project will be made. All contractors must be registered in the DOD's Central Contractor Register (CCR) before award as required by DFARS 204-7300.
