- This Presolicitation notice is issued by the National Ground Intelligence Center (NGIC) to announce that it intends to issue RFP W911W5-11-R-0014 for Ammunition Processing Technician services. It does not constitute a formal solicitation, Request for Proposal (RFP) or a promise to issue a formal solicitation, RFP or Broad Area Announcement (BAA). The primary purpose of this notice is to improve small business access to acquisition information and enhance competition. Responders are advised that the U.S. Government will not pay any cost incurred in response to this synopsis and all costs associated with responding will be solely at the interested parties' expense. Not responding to this synopsis does not preclude participation in any future and potential solicitation, or RFP. If a formal solicitation is released, it will be issued via the Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities (https: //www.fbo.gov) web site. It is the responsibility of the potential offerors to monitor these websites for any information that may pertain to this synopsis. The information provided in this synopsis is subject to change and is not binding on the Government.The government intends to award a Firm Fixed Priced contract set-aside for small businesses. This is a non-personnel services contract to provide Ammunition Processing Technician services to support the National Ground Intelligence Center, at Aberdeen Proving Ground, Maryland. The Government shall not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government. The contractor will be responsible for performing tasks associated with the accountability, security, inventory, record-keeping, receipt, shipment, warehousing, care, and protection of all ammunition and explosives to include all hazardous waste munitions associated with the Army Foreign Materiel Program. The contractor shall provide all personnel, personal protective equipment, transportation, supervision, and other items and non-personal services necessary to perform Ammunition Processing Technician services. The contractor, or any subcontractor(s), must possess a SECRET level Contractor Facility Clearance at the time of the proposal submission, and must maintain this level of security for the life of the contract. All contractor personnel performing work under this contract must have a SECRET level clearance at the time of contract award. The contractor is responsible for obtaining and maintaining all necessary security clearances for contractor personnel throughout the duration of the contract. The security requirements are in accordance with the attached DD Form 254, Contract Security Classification Specification. Contractor personnel are required to obtain Ammunition Certification Level I in accordance with Aberdeen Test Center (ATC) Regulation 350-8 within six (6) months of contract award. Additionally, contractor personnel are required to complete courses in accordance with the U.S. Army Materiel Command (AMC) Regulation 350-4 for positions including the duties "Ammo Handler/Warehouseman, Explosives Truck or Forklift Operator" and "Contractor Explosives Operator." Contractor personnel are also required to take the course "HAZMAT Familiarization and Safety in Transportation" (AMMO-67). These courses are available through the U.S. Army Defense Ammunition Center (DAC) with government approval; however the cost of this training should be included in the contractor's proposal. This requirement will be procured as a commercial service based on lowest price technically accepted (LPTA) evaluation. The Government will award a contract resulting from the RFP to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The estimated solicitation issue date is o/a 5 Jul 2011 (dates subject to change). The estimated contract start date for the resulting contract is o/a 1 Sep 11.
