Description
It is the intent of the US Army Corps of Engineers, Detroit District, to award a sole source firm-fixed price contract to GE Intelligent Platforms, Inc. to provide an annual license for Supervisory Control and Data Acquisition (SCADA) software. GE Intelligent Platforms, Inc. is the manufacturer and the only source available to provide the licenses and technical support of the complex software. Use of SCADA software is critical in maintaining 24x7x365 operation of St. Mary's Falls Canal Hydro Power Plant located in Sault Ste. Marie, MI. Hydro plant automation started in 1997; with remote operations starting in 2004. The hydro plant is no longer staffed 24x7x365. This SCADA system is used by the remote operator (located over 800 miles away) to operate all five hydro power generators. The SCADA system is the only means for the remote operator to control the plant; their duties include calling in local operators to address alarms or unusual operating conditions. If this system were to fail, the two available operators cannot maintain and operate this plant 24x7x365. Keeping this software licensed with technical support is critical. Any responsible source who believes it is capable of meeting this requirement may submit a capability statement not-to-exceed two pages to Ashley Kuwik at Ashley.L.Kuwik@usace.army.mil by the response date stated on this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
