- 06/08/2011 Amendment 8 Q&A Q21. Will the attendance list be disseminated? My reason for asking is that the services that we offer could be complementary to those offered by another firm. Q21. I know you did not intend to release a list of participants in last week's conference. Nor is there a public list of POCs you are using to distribute notes on the solicitation. I recognize and appreciate the OPSEC measures result from these restrictions. However, respectfully request you reconsider that decision to assist in improving competition and/or in teaming opportunities to meet the small business subcontracting participation you desire on this award. Maybe you could ask your industry POCs if they want their info released, and if so, just release it to those firms which have provided that permission A21. After careful consideration of numerous issues and much internal discussion, the decision remains not to disclose interested vendors or vendor conference attendees. The Government greatly appreciates the interest in this acquisition. Q22. Will the slides from yesterday's vendor conference be made available to the contractors? A22. The classified slides from the vendor conference held on June 02 are available using the same procedures as the other classified documents under this Solicitation. Q23. I noticed there is another solicitation for SCEO Administrative and Technical Support Services Solicitation RFI012588. Is there any relationship to Solicitation HHM402-11-R-0118? Q23. The solicitation appears to be de-scoped from the RFI's numerous task areas to the current solicitation which focuses on technical support. A23. A Request For Information posting does not commit the Government to a Solicitation. This Solicitation stands on its own. The Government sees little value in connecting this Solicitation to any RFI. Q24. Who are the incumbent companies performing the technical support? A24. See Q2 and A2. Q25. Will the sub-factors for the evaluation criteria be weighted in the final version? A25. The sub-factors have equal weight. The final Section M in the Solicitation has been corrected to say "All sub-factors are weighted equally." Q26. In preparation for the RFP, have you identified how much time preparers will have to respond to the RFP? A26. As posted on FedBizOpps on Friday, May 20: The deadline to submit proposals is 2 PM EST on Tuesday, July 12, 2011. Q27. Can there be a clarification as to the distinction between having a SCIF and the contractor's ability to handle classified information? A27. A Sensitive Compartmented Information Facility (SCIF) is an area accredited by an individual agency, and that accrediting authority is responsible for the protection of Sensitive Compartmented Information as well as any other classified information processed within the SCIF. For this Solicitation, the level of safeguarding needs to be determined by the Defense Security Service (DSS), as verified by a company's CAGE. DSS certification is clear and established; the agency accrediting a SCIF may or may not permit documents under this Solicitation, which means a SCIF is not a pass/fail factor. Q28. This Solicitation has the NAICS of 541330 and mentions a small business set aside. That means a large business cannot compete, right? A28. This Solicitation is a full and open competition acquisition. All businesses may compete. The NAICS (North American Industry Classification System) must be chosen for each posting on FedBizOpps. The size standard is set by the Small Business Administration for this NAICS but the size standard for this NAICS does not limit the competition for this acquisition; it further defines the meaning of the NAICS.
