Description
Reference Number: NHLBI-CSB-(AR)-2011-198-CRS Title: Specialized IT Support THIS IS A SOLE/SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance with FAR Parts 5 & 13. This notice of intent is not a request for competitive proposals. Far Part 6 - Competition Requirements, is not applicable to contracts awarded using simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-50 (effective May 16, 2011). The Period of Performance is one twelve (12) month base year. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $150,000.00. The North American Classification System (NAICS) code applicable to this requirement is 541310 and the associated small business size standard is $4.5 Million. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate and award a purchase order for specialized IT support, on a sole source non competitive basis to DP Consultant Inc., 7105 Fox Harbor Way Elkridge, MD 21075-6570. The basis for the sole source determination is based upon the fact that: DP Consultants is setting up, and documenting, a methodology to automatically inventory the software on all IT systems within NIAMS. This inventory is essential in ensuring NIAMS software usage is in accordance with the software license counts. In addition, this data is used to respond to iSDP data calls and the accuracy of this data is critical. Non-accuracy of the data will result in NIAMS being forced to buy additional copies and pay significant fines. Moreover, DP Consultants has set up an ongoing Altiris packaging project that enables a standardized OS image to be developed and deployed by the Desktop Support Team, in a fraction of the time it would take to install the OS on each system being deployed. This package is constantly changing as security enhancements are made to the OS and as NIAMS standardizes additional software. In addition, DP Consultants provides on-going specialized IT support to NIAMS executives, supporting their variety of equipment and their many operational locations, both local and remote. Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
