- The U.S. Army Corps of Engineers, Philadelphia District, is soliciting offers under Request for Quotation (RFQ) No W912BU-11-T-0039 for 9,000 gallons of Lube Oil (40HDX/MIL 2104-40W engine oil to the Hopper Dredge MCFARLAND, located at Colonna's Shipyard in Norfolk, VA in the Elizabeth River between Route 264 & the Railroad Draw Bridge. Shipyard's address is 400 East Indian Road, Norfolk, VA 23523. The Delivery is required by tanker car or by barge on or about 23 June 2011 at 7:00a.m. A 2 to 3 day notice shall be given before the lube oil is to be delivered due to the ship's activity in the shipyard by the Port Engineer in accordance with delivery and point of contacts located in the solicitation. Supplier must meet 33CFR-154, and be in compliance with the Operations Manual & Response Plan as per Oil Pollution Plan-90. The RFQ will be available on or about 09 June 2011. The action will be procured in accordance with FAR Part 12, Acquisition of Commercial Items. The award will be made to the lowest responsible offer. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage-https://www.fbo.gov. Interested offerors must register with FBO before accessing the system. Offers will be due on 14 June 2011 at 1:00 p.m. eastern time and may be faxed to Helena DiNofa at 215-656-6780 or emailed to helena.r.dinofa@usace.army.mil. Quotes should include pricing and certifications and representations. Offerors are responsible for printing paper copies of the RFQ. This procurement is 100% set-aside for small business. The North Atlantic Industrial Classification (NAIC) for this procurement is 424720 with a size standard of 100 employees. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. No other notification to firms for this project will be made. All Contractors must be registered in the DoD's Central Contractor Registration before award as required by DFARS 204.7300.
