Description
Expressions of interest to lease community based outpatient clinic (CBOC) Expressions of interest sought: The Department of Veterans' Affairs, Bay Pines VA Healthcare System located at 10,000 Bay Pines Blvd, Bay Pines, Florida currently occupies CBOC and related space in a building under lease in Naples, Florida, that will be expiring. The Government desires to lease sufficient rentable square footage to yield 9,000 to 9,999 Net usable square feet (Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code). The delineated area is: Immokalee Road to the North U.S. 41 to the West Intersection of Tamiami Trail and Isle of Capri Road to the South, and Isle of Capri Road to the East. A market survey of properties offered for lease will be conducted by VA. Properties offered must be accompanied by proof of being located outside of the 100-year-flood-plain zone. Interested offerors (owners, brokers, or their legal representatives) should contact Michael James by e-mail (michael.james6@va.gov no later than 4:30 P.M. (EDST), on 07/07/2011. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. Please note: This advertisement is not a solicitation for offers, nor is it a request for proposals. A solicitation for offers may be issued by the Department of Veterans Affairs at a later date. UNIQUE REQUIREMENTS: Office space must be contiguous and have potential for efficient layout. The Government requires a fully serviced lease including on-site parking spaces. Handicapped parking must be available on-site. All services, supplies, utilities, partitioning and tenant alterations are desired as part of the rental consideration. The Government shall have access to the space 24 hours a day, 7 days a week, and 365 days a year. The offered space must meet Government requirements for Fire and Life Safety and Handicapped Accessibility. Buildings that contain asbestos or PCB materials will not be considered. The Government is considering whether to remain in its existing space or to relocate to alternative space. The Government will consider alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a superseding lease to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs associated with moving. These costs include, but are not limited to, physical move costs, replication of tenant improvements and telecommunications, security infrastructure, non-productive agency downtime and the impact of a move on the agency's mission. Owners, brokers or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered.
