- POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE BROAD AGENCY ANNOUNCEMENT AND AMENDMENTS THAT MAYBE ISSUED. THIS ACQUISITION IS BEING ADVERTISED UNDER FULL AND OPEN COMPETITION. Introduction The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. The NIAID, Division of Microbiology and Infectious Diseases has a requirement to establish multi-disciplinary centers that conduct state-of-the-art, high-throughput functional genomics research to increase the infectious disease research community's understanding of the biochemical and physiological role(s) of uncharacterized genomic regions in NIAID Category A-C and other high priority infectious disease pathogens. Description The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), is seeking qualified contractors under this Broad Agency Announcement (BAA) to provide the following: The primary goals of the activities to be carried out under contract(s) awarded under this BAA will be to conduct large scale, state-of-the-art, high-throughput functional genomics research to increase the infectious disease research community's understanding of the biochemical and physiological role(s) of uncharacterized genomic regions, including promoters, microRNA and other small RNA regions, and conserved hypothetical and unknown open reading frames, in NIAID Category A-C and other high priority infectious disease pathogens. Comparative genomics analyses have repeatedly demonstrated there are many regions of genomic sequence with limited or no known function(s) that are evolutionarily conserved in microbial pathogens, implying these sequences may encode important and/or novel functions. Critical high throughput state-of-the-art research is required to achieve breakthroughs in characterizing the whole sequenced genome and understanding the relationship between a pathogen's genes and gene products and their disease-causing effects in humans. Increased understanding of this relationship will improve the annotation of pathogen genomes and provide the foundation for the development of medical diagnostics, therapeutics and vaccines. For this BAA, Functional Genomics is defined as the study of dynamic cellular processes that identify a gene product's biochemical function(s) that contributes to the phenotype of an organism. High-throughput approaches are to be used to determine an uncharacterized gene or gene product's function(s). These technologies will generate data to increase the scientific community's understanding of the relationship between a pathogen's genotype and its phenotypes. NOTE 1: This BAA will NOT support studies on HIV/AIDS NOTE 2: This BAA will NOT support project that focus exclusively on descriptive characterization studies. Examples of descriptive research areas that are not appropriate for this BAA include any one or combination of the following but are not limited to: • Projects that analyze host response in the absence of microbial pathogenesis studies; • Projects that will only utilize gene expression (DNA microarrays, qRT-PCR, RNA sequencing, etc.) and protein expression methodologies (2-D gels, LC-MS, etc.) to analyze the biochemical and physiological role of uncharacterized genomic regions and/or gene(s); • Projects that will only utilize high-throughput protein-protein interaction approaches to characterize potential protein-protein interactions; • Projects that will only analyze the subcellular location of proteins in the absence of studies to analyze the specific biochemical and physiological role of the uncharacterized genomic region and/or gene(s); • Projects that will assess DNA binding properties in the absence of identification and the physiological target genomic regions and/or gene(s) within the pathogen genome; • Projects that will utilize approaches to understand impacts on global biochemical pathways and effects at the systems biology level in the absence of studies to analyze the specific biochemical and physiological role of the uncharacterized genomic region and/or gene(s). This BAA is anticipated to result in multiple awards to offeror(s) capable of performing all aspects the proposed projects. The anticipated contract award(s) are expected to cost-reimbursement contracts. The contracts are expected to be awarded for a twelve (12) month base period, plus four (4) one-year options, for a total five-year period of performance, if all options are exercised. However, the length of the project proposed by the offeror, including all options, should be consistent with the nature and complexity of the proposed research, but should not exceed 5 years. All responsible and qualified sources may submit a proposal which shall be considered by the Government. This advertisement does not commit the Government to award a contract. The North American Industry Classification System (NAICS) code for this project is 541711 with a size standard of 500 Employees. The BAA is scheduled for electronic release via the FedBizOpps.gov https://www.fbo.gov/ on or about June 21, 2011 and receipt for proposals will be due on or about 2:30 p.m., Eastern Prevailing Time on September 21, 2011. Interested parties are expected to review this notice and the Request for Proposal to familiarize themselves with the requirements of the project; failure to do so will be at your firm's own risk.
