Description
The attachment is the signed Justification for Other than Full and Open Competition OST is modernizing its airplane fleet by replacing one Gulfstream, two Twin Otters and three DC-9s with Boeing 737-400 airplanes. As the new airplanes come on board, OST is incorporating several program enhancements to improve aviation program efficiencies, effectiveness, safety, and to meet Federal Management Regulation FMR 102-33 and other Title 14 CFR and agency requirements. One of the enhancements requires a maintenance and logistics tracking program that is integrated in the FOS. Daniel Systems, Computerized Aircraft Management Program (CAMP) is the only provider which has all the required modules necessary to administer a safe and cost efficient maintenance program and is compatible with the FOS. These modules allow for automated maintenance and parts tracking program capable of supporting simple labor or parts utilization reports, aircraft maintenance requirement reports and can determine complex performance metrics required by DOE Order 440.2B. Daniel Systems "CAMP" accommodates several aircraft inspection programs and uses GSA-US Government aircraft cost accounting principles to improve development of required reports such as quarterly GSA-Federal Aircraft Interactive Reporting System (FAIRS). In addition to providing for aircraft maintenance and logistics tracking, CAMP also provides the following functionality which will result in additional efficiencies and cost savings: 1. Inspection Program with revision services. OST currently pays for this service through each of the aircraft manufacturers who administer the inspection program for the respective model aircraft. Through CAMP these programs will be incorporated into one program. 2. Inspection Task Cards with revision services. The task cards will be computerized and can be printed with each specific job task. This reduces the mechanic's material reference time by issuing the task card reference with the job task. 3. Monthly Maintenance Reports and Forms. The program is capable of producing multiple reports as required by OST. 4. Maintenance Analyst Support. 5. Airworthiness Directive Monitoring and Reporting. Each Airworthiness Directive, Service Bulletin, and Service Letter can be managed through the CAMP program verses management through each aircraft manufacturer. 6. Inspection Package Forecasting and Preparation. 7. Electronic Logbooks. OST will be able to automate aircraft cockpits through electronic logbook that are also compatible with the FOS. 8. Interface with the FOS flight management program to ensure 100% accuracy of data and flight time transfer. With the integration of the CAMP management system into the FOS, additional program savings will be realized by having one source for administering the aircraft inspection programs for each model aircraft and one source of data input and output. Currently aircraft operations and maintenance data is listed into several databases which must all be verified for accuracy with each entry. This is inefficient and has the potential for inaccurate data, failure of operation, and is not conducive with safe, effective and efficient aviation operations. The proposed contract term includes a basic period of performance of one year with four one-year option periods.
