- This amendment is issued to incorporate Clause 5152.209-4000 (DOD LEVEL I ANTITERRORISM) into the solicitation and to incorporate the security protocol which was inadvertently omitted from the solicitation. 5152.209-4000 - DOD LEVEL I ANTITERRORISM (AT) STANDARDS (FEB 2009) (a) Pursuant to Department of Defense Instruction Number 2000.16, "DoD Antiterrorism (AT) Standards," dated October 2, 2006, each contractor employee requiring access to a Federally-controlled installation, facility and/or Federally-controlled information system(s) shall complete Level I AT Awareness Training on an annual basis and receive a certificate of completion. The training is accessible from any computer and is available at https://atlevel1.dtic.mil/at/. The contractor is responsible for ensuring that all applicable employees have completed antiterrorism awareness training and shall certify that their workforce has completed the training through the submission of completion certificate(s) to the Contracting Officer and the Contracting Officer's Representative (if appointed) within five working days after contract award or prior to access to a Federally-controlled installation or information system. (b) In the event that the automated system at https://atlevel1.dtic.mil/at/ is not available (e.g., server problems), Level I AT Awareness Training can be provided by a qualified instructor. However, if the training is not completed online, the Level I AT Awareness Instructor qualification must be coordinated with the Installation Antiterrorism Officer (or Installation Security equivalent) and the resultant name(s) of approved instructors shall be provided the contracting officer or designee along with all associated cost or schedule impacts to the contract. (c) Antiterrorism performance (Level I AT Awareness Training attendance and compliance) may be documented as a performance metric under the resultant contract, and be part of past performance information in support of future source selections. (End of clause) SECURITY PROTOCOL: All contractor personnel on site may be required to pass a trustworthy National Agency Check with Inquiries (NACI) background investigation, prior to being allowed to work under this PWS. The determination for the NACI will be at the discretion of the Contracting Officer Representative (COR) and Project Officer (PO) and paid as a cost reimbursable item. IAW Homeland Security Presidential Directive 12, all contractor personnel requiring a Common Access Card (CAC) and access to the Fort Campbell computer network require at least a favorable NACI prior to issuance and access. Secretary of the Army Memorandum dated 28 January 2006 on the Contractor Verification System (CVS) implementation provides guidance and instructions for the implementation of the CVS Army-wide. IAW that guidance, the COR approves issuance of the CAC though the automated CVS system. The Fort Campbell DPTMS/SID will initiate the NACI background investigation on the applicable contract employees. The Contractor shall comply with all applicable security requirements, abide by direction given by Military Police or other security personnel, and adhere to installation traffic laws. Contract personnel operating a privately owned vehicle (POV) on Fort Campbell, KY will comply with the installation requirement of registering vehicles operated on post. State registration, proof of insurance and a valid driver's license are required in order to register a POV. Personnel are required to register through the Provost Marshall's Office, Vehicle Registration, Building A5004 (gate 4). Vehicle passes and decals of terminated employees shall be returned to the Provost Marshal within one (1) workday. Contract employees who are retired military or dependents and have a valid DoD ID card do not need additional installation access permits. Fort Campbell Military Installation is a limited access post with controlled gate openings and closures. Changes to gate operating times are normally published in the Fort Campbell "Screaming Eagle Bulletin". Unscheduled gate closures by the Military Police may occur at any time, and personnel entering or exiting the installation may experience a delay. Contractors and POVs on the installation are subject to search at any time.
