Description
This sources sought notice is for market research purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. The Department of Housing and Urban Development (HUD) is conducting market research for an upcoming procurement requirement to provide Hosted Reverse Auction Services. The Office of Public and Indian Housing (PIH) - Real Estate Assessment Center (REAC) is responsible for capturing, standardizing, improving and evaluating information from the portfolio of properties for which HUD has a financial interest or statutory obligation to monitor. Its mission is to centralize the assessment of all HUD housing into a single, state-of-the-art organization. With the assistance of partners representing public housing agencies and multifamily owners and resident groups, PIH-REAC sets out to design totally new business based on a paperless, e-business model. PIH-REAC assesses the physical and financial condition, management operations, and other information for Public Housing Agencies (PHAs) and Multifamily (MF) Housing properties. The Physical Assessment Sub System (PASS) is a division of PIH/REAC (Public and Indian Housing/Real Estate Assessment Center) that is responsible for conducting the physical inspections of HUD assisted and insured properties through-out the country. The PASS Reverse Auction Program is the method by which HUD procures physical property inspections. The RAP is supported by auction vendor services. This includes establishing a link for the bidding Contractors, conducting of the auctions, reports for various HUD users, a method for the contracting officer to award purchase orders, delivery of the auction results for upload into HUD's secure systems, tools for the contractors to manage their portfolio, maintenance of the auction website, training, help desk support and customer service of the auction web site, website security, and levels of access for various users. It is a process of: (a) ensuring contractors meet and maintain eligibility requirements; (b) providing quality assurance for ordering requests; (c) procuring bids to conduct the inspections, (d) issuing purchase order award notifications; (e) ensuring inspections are delivered in accordance with the Purchase Order Terms and Conditions (POTC), and (f) providing the finance team with appropriate information for billing and reconciliation. The auction is conducted using of a reverse auction vendor website. Contractors, eligible small businesses, bid on inspection assignments throughout the nation, and various territories. Purchase order awards are made through the Auction Vendor website to the lowest, eligible contractor. Inspections are scheduled within 20 days of award. Inspections are then conducted by HUD (UPCS) certified inspectors and uploaded electronically to REAC. All inspections are reviewed by the PASS Operations team. Once the inspection is accepted by PIH-REAC, the contractor is authorized to bill HUD accordingly. Payment is made electronically through the contractor's merchant account (Level 2 Master card). From July of 2005 through May 22, 2011, REAC has successfully conducted over 97 Reverse Auctions accounting for more than 80,000 inspections. The auctions generally begin on Saturday morning and close on same day; the auctions web site is available for conducting auctions from Monday through Saturday on varying durations to meet business needs. In addition, the contractors have access to the website 24 hours a day, every day to review and manage their portfolio. The period of performance for these services is for one 12-month base and 4 12-month option periods. HUD intends to competitively procure these services preferably among a total small business set aside although no final decision has been made. Interested vendors shall provide: A detailed capability statement that would allow the government to determine that they have the capabilities to meet the requirements noted above; and vendor business size.
