Description
Current & Proposed Bubble Drawings SCOPE of WORK Duluth Station Bubbler System Stabilization Plan PART 1 PROJECT DESCRIPTION 1.1. The Coast Guard requires a contractor fully qualified in the installation and stabilization of the Duluth Station Bubbler System that runs the length of Station Duluth’s Pier. Contractor will be responsible for providing all labor, materials, equipment, and necessary machinery to complete the work outlined below. PART 2 DESCRIPTION OF WORK 2.1. Contractor will provide labor and material to: (a.) Arrange the (3) bubbler grid systems so that each system is comprised of (10) 40’ long bubbler pipes that are spaced at 10’ intervals. See drawings. (b.) Tie each of the (3) separate bubbler piping grid systems at each end and at mid-span with 2” Schedule 40 pipe which will prevent grid from tumbling or twisting. See drawings. (c.) Anchor each of the (3) bubbler piping grid systems to the dock wall which will prevent grids from moving away from or along the dock wall. (d.) Remove current air manifolds and hoses that supply air to the grids from each of the (3) bubbler system blowers that are located near the water surface. Install a new 2” air header from each blower that shall be located at the harbor bottom & should extend the width of each of the 3 bubbler grid systems. Anchor each air header to the sheet pile at harbor bottom. See drawings. (e.) Install short rubber hoses from each 2” section of new air header to its respectful bubbler pipe on each grid. See drawings. 2.2 Once work is complete, contractor will conduct operational tests to ensure proper operation. 2.3 Contractor shall dispose of all waste materials at his own expense and at a facility off of the CG Base. PART 3 LOCATION OF WORK 3.1 Work site will be located at Coast Guard Station Duluth Pier, Duluth, MN, 55802-2492. PART 4 PROTECTION OF COAST GUARD PROPERTY 4.1 Contractor shall bear all financial responsibility for any and all damages incurred while working on Government owned property. PART 5 PRE-WORK MEETING/ WORK HOURS 5.1 Before start of work, the Government shall hold a pre-work meeting to discuss the project procedures and work schedule. 5.2 The Coast Guard will hold the meeting at the site or in the Sector Engineering Officer's office located at USCG Sector Sault Ste. Marie, Sault Ste. Marie, MI, 49783. The Coast Guard and the contractor will jointly agree upon the time of the meeting. The meeting can be held on the same day that work commences. 5.3 Contractor’s working hours shall be scheduled at least two days prior to commencement. 5.4 Contractor should schedule the bulk of work during the hours of 8:00 AM (0800) and 4:00 PM (1600). Work that requires accomplishment outside those hours should be scheduled ahead of time through the Coast Guard. 5.5 Scheduling of work can be made through CWO2 Aaron R. Julch @ 906-635-3625. PART 6 QUALITY ASSURENCE 6.1 The contractor's job shall not be considered complete until all removals of debris and layout materials. 6.2 Any work that does not meet the approval of the Coast Guard Contracting representative shall be corrected immediately. PART 7 LIABILITY 7.1 In no case will the Coast Guard assume liability for bodily injury to the contractor or his/her employees.
