- Description
- The AAC/EBDZ Fuzes Branch has a requirement for engineering and technical support to assist the Hard Target Void Sensing Fuze (HTVSF) Program Office successfully integrate the FMU-167/B HTVS Fuze into the GBU-28E/B weapon system and higher level integration of an HTVSF configured GBU-28E/B into the B-2A and F-15E aircraft. Support tasks shall include (a) review, update, and coordination of an existing draft FMU-167/B Serial Data Interface (SDI) Interface Control Document (ICD), (b) ICD implementation through GBU-28E/B SIL and HIL testing, and follow-on F-15E and B-2A SIL testing; (c) GBU-28E/B engineering and flight test support at White Sands Missile Range (WSMR), NM and Eglin AFB, FL and (d) participation and/or support of HTVSF GBU-28E/B related Interface Coordination Working Groups (ICWGs) and Technical Interchange Meetings (TIMs). These tasks shall require possession and use of validated GBU-28E/B 6-DOF simulations to develop pre-flight test predictions, perform real-time & post-test telemetry support, post-test telemetry read-out, pre-test planning & analysis, and pre- & post-test reports. The Government intends to solicit and negotiate this Indefinite Delivery-Indefinite Quantity (IDIQ) contract, estimated at $2.1M, with Raytheon Missile Systems, 1151 East Hermans Rd, Tucson, AZ under the authority of FAR 6.302-1(b)(2). The HTVSF Program Office has an immediate need for GBU-28E/B technical expertise in support of: (a) imminent fuze/weapon and weapon/aircraft integration and test related TIMs/ICWGs and telephone conferences; (b) Government draft FMU-167/B SDI ICD review/comment; and (c) FMU-167/B SDI ICD implementation planning. Furthermore, additional tasks to include fuze/weapon and weapon/aircraft HIL/SIL test, ground and flight test support will be required to support FMU-167/B HTVSF integration into the GBU-28E/B through FY14. Interested parties must submit statements of capability (SOC) or a capabilities package demonstrating knowledge and experience in the following: (a) GBU-28E/B system design and operation; (b) GBU-28E/B telemetry (TM) kit design and operation; (c) fuze/weapon and weapon/aircraft integration processes and techniques based on MIL-STD-1760 Core Interface and Universal Armament Interface (UAI) implementations; (d) weapon system ICD development and implementation, (e) air-launched weapon SIL and HIL integration testing; (f) possession and use of GBU-28E/B validated simulations to perform pre-flight predictions and post-flight analysis, and (g) on-site flight test support to include GBU-28E/B weapon & TM pre-flight check-out and real time TM flight test data readout and analysis. Responders to this synopsis will not be provided the results of the Government evaluation of their qualifying package. Responses to this synopsis should be submitted for receipt by the Government within 45 days of the publication date and must state whether the potential source is a small business concern IAW FAR 52.219-1. The NAIC Code/Size Standards is 332995/500 employees. This notice of intent is not a request for competitive proposals. However, all statements of capability received within forty-five (45) days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
