THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government (USG) as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine pricing from potential sources capable of fulfilling a Foreign Military Sales (FMS) training requirement. This is a market survey to locate sources who can provide either CONUS (Florida, Arizona, or Maryland) or OCONUS (Pakistan) training on a new Ground Intelligence Surveillance and Reconnaissance (GISR) system developed by DRS Technologies. The system provides rapid detection and localization of a wide-range of threat signals, monitors signals of interest, and supports real-time analysis to provide mission-critical intelligence to the warfighter. The system consists of a combination of 3 or more subsystems each consisting of; a manpackable direction finding (DF) and homing VHF/UHF receiver, a handheld computer, DF and communications antennas, handheld radio for communications and internetworking, a video transmitting air to ground microwave communications system, a vehicular mounting kit for on the move operations, and a sophisticated signals analysis node hosted on a laptop computer and connected via radio. The training should include the following topics; TRAINING TOPICS:.Instruction on techniques of detection, tracking, DF, and geolocation of Radio VHF/UHF Signals using small receivers and small aperture antennas.Achieving Networking and conducting voice communications using Harris RF-5800 handheld radios.Instruction on placing into operation and conducting missions with Manpack DF Hardware.Vehicular DF Hardware Description/Operation.Analysis Node Description/Operation.Operate GISR Systems in Vehicular Configuration.Analysis Node Vehicle Installation Training.Operator Level Maintenance Training.Operator Level Troubleshooting.Training includes classroom and field operations in terrain with representative features and scope SUPPORT DETAILS:.Training for 12 students.Training in English language.Manuals in English in paper and digital format.USG representatives may participate in training at no cost to the vendor as observers.Vendor provides logistics support for students (i.e. acquiring visa's).Vendor arranges local lodging for students.Vendor arranges local transportation for students.Vendor arranges shipment of training materials and equipment to training location.Vendor arranges shipment of training materials and equipment to USG site once training is concluded.USG supports Force Protection and will assist obtaining visas for trainers if conducted OCONUS Training is REQUIRED to commence within 90 days after date of award. All responses must provide pricing and proposed training schedule. Failure to follow the guide lines of this request will result in a non-compliant submission and will be discarded from further processing.
