- The Center for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention, Office on Smoking and Health, Policy, Planning, and Coordination Issues Management Team, has a requirement to procure legal and technical assistance and consultation services for State and Territorial Tobacco Control Programs, under a sole source basis, to Public Health Law Center, Tobacco Control Legal Consortium, St. Paul, MN. The contractor shall provide legal technical assistance to the Office of Smoking and Health tobacco control program grantees. The services shall require technical, consultation, and legal research and analysis of tobacco related control policies and interventions. North American Industry Classification System (NAICS) Code: 541110 with a Size Standard of 7.0M The acquisition is being procured applying Simplified Acquisition Procedures, in accordance with Federal Acquisition Regulations (FAR) Part 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. The Public Health Law Center, a national network of legal centers is the only organization that currently provides legal technical assistance on tobacco control policies and laws to states and territories. Consortium attorneys have provided legal guidance to States since 2005 and have an unparallel depth of understanding of the various legal issues faced by States when developing, enacting and implementing tobacco control policies. The Period of Performance shall be for one (1) year from date of award of contract. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, on June 21, 2011. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of responses.
