- Solicitation/Scope This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The solicitation, FDA-SOL-11-0602, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-11. This acquisition is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The associated NAICS code is 921190. The contractor will assist the FDA in conducting the Campaign as follows: 1- Discuss Strategy with FDA; 2- Facilitate Selection of Center Campaign Managers; 3- Establishment of Goals; 4- Facilitate Selection of Keyworkers; 5- Facilitate Training of Keyworkers; 6- Facilitate Distribution of CFC Materials; 7- Execution of Campaign; 8- Facilitate Candidates for Communication Contest; 9- Closeout Ceremony; 10- Victory Celebration Follow-up; and 11- Campaign Closeout. OFFEROR MUST COMPLETE AND SUBMIT WITH ITS PROPOSAL, FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS (MAR 2005), WHICH ARE AVAILABLE ELECTRONICALLY AT: http://www.arnet.gov/far/current/html/52_212_213.html. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items and FAR 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause are applicable to the acquisition: (1) 52.203-6 Restrictions on Subcontractor Sales to the Government, with Alternate I (JUL 1995), (2) 52.219-8, Utilization of Small Business Concerns (Oct 2000), (3) 52.219-14, Limitations on Subcontracting (DEC 1996), (4) 52.222-21 Prohibition of Segregated Facilities (FEB 1999), (5) 52.222-26 Equal Opportunity (APR2002), (6) 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (DEC 2001), (7) 52.222-36 Affirmative Action for Workers and Disabilities (JUN 1998), (8) 52.222-37 Employment Reports on Special Disabled Veterans, Veterans on the Vietnam Era, and Other Eligible Veterans (DEC 2001) (9) 52.222-19 Child Labor-Cooperation with Authorities and Remedies (SEP 2002) (10) 52.225-13 Restrictions on Certain Foreign Purchases (JUL 2000) (11) 52.232-33 Payment by Electronic Funds Transfer. 52.204-7 Central Contractor Registration (OCT 2003). Contractors shall submit cost proposal for base year September 2011-June 2012 and for option years as follows: September 2012-June 2013; September 2013-June 2014; September 2014-June 2015. Technical Proposal shall be no more than 50 pages. Award will be made to the offeror providing best value to the Government in consideration of cost and technical proposal. The Contract Specialist must receive any questions no later than June 17, 2011. An original and 3 copies of the offerors cost and technical proposal shall be received on or before June 27, 2011 local time, 2:00pm at Food and Drug Administration 5630 Fishers Lane Rockville, MD 20857, room 2078A.
