THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR BUILDINGA HIGH TRUST UNIFIED LEADERSHIP TEAM. Companies shall acknowledge all amendment(s) intheir quote. This notice serves as the official amendment to subject synopsis/RFQ and awritten amendment will not be issued.The purpose of this amendment is to respond to questions presented by industry. Anotheramendment will be issued tomorrow, 6/7/2011 to address those questions that are notincluded in this amendment.All questions must be submitted, in writing, to Ms. Amanda McInnis atAmanda.T.McInnis@nasa.govThe due date for receipt of offers is not extended. Q1. Does NASA expect an ESCI certified trainer on this bid or the trainer just needsto have expertise using and administering it? A1.Trainer should have expertise; could outsource or subcontract.Q2. Is NASA able to provide access/membership to the ESCI tool/website(s) or does thevendor have to provide access/membership to it?A2. Vendor would need own access per the licensing terms with Hay Group (ESCI/ECIProvider)Q3. Does NASA have specific labor categories regarding trainers versus coaches versusfacilitators in mind for this bid or can coaches conduct training and facilitation aswell?A3. Coaches could facilitateQ4. The coaches are required to be certified. Are there any requirements for trainers,facilitators, metrics/evaluation experts, ISD providers?A4. As stated in Amendment 1, International Coaching Federation (ICF) certification ispreferred but not mandatory. The Government is looking at qualifications ofinstructors/coaches with significant experience in coaching senior executives.Q5. Are there a minimum person-hours per week or person-hours per month requirement thatNASA has in mind for this 6 month contract?A5. No minimum in mind.Q6. Coaching is about accountability. How many 'phone sessions' with an individual willbe permitted due to 'scheduling conflicts' as this does not seem to be a desired path totake in the first place?A6. No more than three.Q7. Are there any 'local universities' or 'national consulting firms' participating? If yes, what parts of the program are they charged with developing/implementing?A7. Case Western Reserve University and Kent State University have provided support toLeadership University.Q8. May we get a copy of the 18-month program outline, including the number of contacthours in each program/module/seminar, etc?A8. This information will be provided after vendor is selected.Q9. If you cannot provide a copy of the 18-month program outline, can you indicate wherein the 18 month cycle these 6 months will fall?A9. This information will be provided after vendor is selected.Q10. May we obtain a copy of the selection instruments (or summary of process) utilizedto choose the 18-22 cohort members?A10. The cohort is the Senior Leadership team; no separate selection instruments wereused.Q11. Is there a list of attributes, skills, and attributes that were targeted inchoosing the cohort members? Can you share that with us?A11. NoQ12. Is the requirement to 'attend on-site senior management activities and meetings toobserve the behaviors and skills of the participants' referring to non-classroommeetings and daily work activities on selected days?A12. YesQ13. What ongoing support does NASA intend to provide once the coaching team iswithdrawn from the cohort 31 Dec 2011?A13. NoneQ14. Based upon the RFQ, the program will be managed by Human Capital DevelopmentBranch. Will there be a single point of contact within the branch to coordinateactivities? Has a NASA budget been approved for NNX11TC83P, Building a High Trust UnifiedLeadership Team? If so would you be able to provide the estimated budget for thiseffort?A15. Yes, the budget was approved. No, we will not release estimated budget.Q16. Is the ESCI tool the only Emotional Intelligence tool that may be used?A16. ESCI must be used.Q17. Do all coaches need to be ESCI certified or is the govt only seeking an ESCIcertified trainer for the initial workshop in September?A17. The coaches do not need to be certified; a trainer is needed to deliver/explaininstrument.Q18. If Glenn is not providing facilities, what is the acceptable time and mileagedistance from Glenn for locations? A18. Glenn Research Center can provide on-site facilities except for the outdoor teambuilding; anything off-site needs to be within 50 miles.Q19. Are meals and coffee breaks to be included in cost, or how will breaks be handled?A19. Meals/snacks not included; government can provide basic refreshments if off-site.Q20. Will sleeping rooms need to be provided for any of the trainees?A20. No overnight modules are anticipated; therefore no sleep arrangements will beneeded.Q21. What is the average length of employment of the members of the senior managementteam? A21. 25+ yearsQ22. How does this six month training segment fit into the 18 month Leadershipdevelopment program? What are the other segments?A22. Separate track; this program will not impact/influence existing program;participants of both programs may meet for a social or joint session TBD; other segmentinformation will be provided after award.Q23. What are the current gaps in leadership ability referenced in the solicitationnotice?A23. Trust, communication, systems thinkingQ24. The synopsis states that NASA/NSSC. has a requirement to expand its on-siteleadership development program, referred to as Leadership University, to include a trackdesigned specifically for current members of the Senior Management Team. Can youclarify whether the Senior Management Team and the 20 employees referenced as being inthe 18-month leadership program are the same individuals? If not, can you confirm thenumber of individuals who will comprise the Senior Management Team participating in thisnew program track?A24. They are not the same individuals; 15-20 individuals in new track.Q25. Are there multiple reporting levels within the Senior Management Team? If so, dosome of these senior managers report to other members of the Team?A25. They are direct reports to the Center Director.Q26. Do the current members of the Senior Management Team currently work as a team?A26. YesQ27. Does the Senior Management Team consist of only leaders in the Senior ExecutiveService (SES) or does it also include leaders at the GS-15 level?A27. GS15 & SESQ28. Regarding the ESCI, is it anticipated that this assessment and the associatedresults will form the basis of the other modules listed for Phase One and Two?A28. The ESCI should drive coachingQ29. How was the ESCI chosen as the preferred EI inventory?A29. ESCI was chosen based on an internal assessment of leadership gaps. We prefer theESCI over ECI because of reportingQ30. Is the purpose of this requirement to strengthen the dynamic amongst members of thesenior management team itself or strengthen the ability of individual members of thesenior management team to serve as leaders to direct reports?Or both?A30. BothQ31. Does the Senior Management Team currently have direct reports that they areresponsible for on an ongoing basis?A31. YesQ32. There are 2 training modules listed for October, one on trust and one on conflict.Is it anticipated that they will be addressed in two different sessions?A32. Prefer to happen together.Q33. The December module stipulates 'tailored to group needs'. What does that mean? Isit anticipated that this piece will be determined at a later date?A33.
