- This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB Zone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code assigned for this sources sought. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This is a Small Business Sources Sought notice. Project background In the event of catastrophic disaster, the Federal Emergency Management Agency (FEMA) and the Department of Housing and Urban Development (HUD) may establish an Inter-agency Agreement (IAA) to administer the Disaster Housing Assistance Program (DHAP). DHAP, which is administered by HUD, provides temporary housing assistance and service connection to eligible families. Under this program local Public Housing Agencies (PHA) will be awarded grants from FEMA to provide rental assistance and DHAP Service Connections to families affected by disasters. Families generally concentrate within states based upon the nature and location of the disaster. Typically, the majority of the families are located in major metropolitan areas. In the past, large numbers of program participants resided in Houston, Galveston, Beaumont/Port Arthur, Baton Rouge and New Orleans under two separate DHAP engagements. Purpose/Objective The purpose is to provide the necessary support to effectively implement and administer the DHAP. The objectives of this contract are to ensure: Seamless implementation and day-to-day management and administration of the DHAP program; including the Disaster Information System (DIS), which serves as the primary system of record for DHAP The project plan is updated and maintained to serve as a tool to document program administration activities and accurate timelines Sufficient resources are available for the implementation of DHAP; On-site and remote assistance to DHAP grantees is provided; Reports and data are delivered as needed; Implementation of the DHAP is properly documented; and HUD meets the report and program deadlines as set forth in the IAA between HUD and FEMA. Provide DHAP grantees with tech n ical assistance and a database to implement and report DHAP Service Connections. Under this activity the contractor shall ensure that: DHAP grantee s use a web-based and user-friendly tracking database to report program outputs and outcomes to HUD. DHAP grantees report valid data in this database by implementing a quality control and validation process for date input into the database. DHAP grantees have access to on-going technical assistance so they can address and resolve challenges and issues that arise in meeting HUD program requirements and reporting DHAP Service Connections. Capability statement/information sought Respondents must provide as part of their response a capability statement demonstrating their ability to provide the services described above as well as addressing the following minimum capabilities: Ability to manage multiple disaster events within a given twelve (12) month period, which could range from 10K to 40K case customers per event and $2 to $3 million per event without subcontracting more than 50%. Ability to provide support services to grantees through multiple media. This can be demonstrated through: Experience developing and providing training. Experience planning and conducting meeting or conference with high level officials. Experience in coordinating efforts and providing assistance with State and Local Government Officials. Drafting written assessments. Ability to manage communication on a large project with multiple stakeholders, including government project officers, program site staff, and state-level coordinators. Experience in simultaneously managing large projects that require the utilization of a wide range of staff on multiple tasks in multiple sites nationwide. Respondents must include their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUB-Zone, etc) pursuant to the applicable NAICS code. Submissions should be sent electronically to Mr. Robert Roybal, Contract Specialist, at robert.l.roybal@hud.gov. Responses must be double-spaced and single-sided on 8.5" x 11" plain white paper, with 1" margins on all side, using a standard font no smaller than 12 point. The response cannot exceed 20 pages.
