- Description
- The National Park Service, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and travel necessary to provide work at the Cook Hall Building located at 252 McDowell Street, Harpers Ferry, West Virginia. The work identified in the specifications and drawings is separated into work associated with the Basic Requirement and two separate additives. The Basic Requirement is work to include: Foundation waterproofing. There is slow water seepage through the foundation along the basement. The soil surrounding the building shall be excavated down to the base of the wall. The existing stone wall shall be parged and coated with a cold applied waterproofing and drainage board. A foundation drainage system shall be installed. Downspouts. There are six downspouts locations around the perimeter of the building. The location of the underground leaders for three of the downspouts has been determined, however the locations or conditions of the remaining leaders are not known. All horizontal leaders from the downspouts shall be replaced. Water shall be collected from two downspouts on each side of the building and removed by a 4' underground drain. Utility Relocation. Existing electrical, telephone and water lines may need to be relocated once the exact elevation is determined and how the lines will be affected. Exterior lighting. Ten of the existing bollard light fixtures inside the project boundary will remain. One fixture on the west side of the building will be relocated to the west side of the new stair connecting the IDC plaza with the Appalachian Trail stair. Four new bollard fixtures will be provided along the new ramp. Lights will be on timer. Landscape: Once the site has been completed, landscape shall be restored using grass and sod only. The work associated with Additive Number 1 is: Electrical Work: Electrical work on the first floor includes a separate closet for the Server Rack with new lighting and temperature controlled exhaust fan. New interior lighting shall be provided into a new drop ceiling in the adjoining space which will serve as an entry corridor. Existing receptacles shall be extended into the new partition. At the entry door a new handicap accessible door operator shall be installed with switches located on the interior and exterior locations convenient to the swing door. Interior Finishes. The room inside the new entrance shall be renovated with new drywall partitions, doors and floor finishes. Work associated with Additive Number 2 is: ADA Accessibility. Connect the visitor parking lot located on the north of the building by providing a ramp structure between the Interpretive Design Center building plaza level and Cook Hall on the first floor on the south side. The ramp structure shall have a gentle slope that leads down from the IDC plaza to the back south side of the building. The ramp shall hug the south side of Cook Hall and will lead the employee or visitor into a newly constructed door on the first floor. Underneath the path shall be a newly created covered porch for the basement entrance. A new concrete stair shifted east from the existing one, shall connect the sidewalk north of the building to the new ramp and the Interpretive Design Center plaza. A new stair leading down to the Appalachian Trail path shall be built west of the existing one at the south end of this ramp. A new concrete sidewalk shall connect the basement door to the stair landing. Concrete Stairs. All concrete steps at the side of the building shall be replaced. The two front stoops and sidewalk shall also be replaced. The stone cheek walls of the front stoops will be carefully dismantled and rebuilt. The sidewalk at the north of the building shall be connected to the new ramp. Concrete stairs shall be added to connect the ramp at the covered porch down to the existing Appalachian Trail. ADA Guardrail and Handrails. The existing concrete stairs and handrails around the perimeter of the building are not ADA complaint and will be replaced. The concrete stairs and hand-rails are in poor condition and will be replaced as part of this project. The National Park Service has an approved design for handrails that shall be used throughout the campus and the same detail shall be used at these stairs. At the front stoops of Cook Hall, details from the existing guardrail shall be copied for the new ones. The estimated construction range for work associated with the Basic Requirement is between $100,000 and $250,000, Additive Number 1 is between $25,000 and $100,000 and Additive Number 2 is between $100,000 and $250,000.A Preproposal Conference and Site Visit will be held on July 6, 2011 at 9:30 a.m. at Cook Hall, 252 McDowell Street, Harpers Ferry, West Virginia. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Experience with foundation waterproofing projects in occupied Buildings; Criteria B, Experience with intricate concrete work; Criteria C, Historic Preservation experience of personnel, specifically the Superintendent, Mason, and personnel involved with waterproofing the foundation; Criteria D, Past Performance, Criteria E, Safety and Criteria F, Price. The Government anticipates award of a firm-fixed price contract on or before September 7, 2011. The Solicitation will be issued electronically on the Federal Business Opportunities Website http://www.fedbizopps.gov and the Department of Interior's National Business Center (NBC) website at: http://ideasec.nbc.gov. Offerors interested in doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and ideas (ideas.nps.gov) websites. The Solicitation with specifications and drawings shall be posted on or about June 20, 2011. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the solicitation package, on or before 12:00 p.m. local prevailing time on July 19, 2011.
