Description
This request for proposal is a design/construct, small business set-aside competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the lowest price technically acceptable to the Government considering price and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. Anticipated NTP: 10 Calendar Days after award with a 486 calendar day period of performance. Offerors are advised that a contract resulting from this solicitation is contingent upon availability of funding. Should funding not be made available for this project, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. "Lack of registration in the CCR database will make an offeror ineligible for award." (Reference DFAR 252.204-7004, Required Central Contractor Registration). PROJECT INFORMATION: The work includes channel and storm drain improvements, as well as the reconstruction of three separate vehicular bridges. The channel improvements consist of widening Farmers Branch in White Settlement, Texas, from White Settlement Road to Judd Street. Most of the channel will be constructed as a trapezoidal, grass-lined section with 3:1 side slopes. A portion of the channel will be constructed as a concrete "U" section with a 110-foot bottom width. Another segment will be constructed with 2:1 side slopes and reinforced concrete lining. Local storm drain improvements are provided in the project, including the construction of curb and "Y"-inlets, storm drain lines and sloped headwalls discharging into the channel. The Las Vegas Trail Tributary will also be improved from south of George Street to its confluence with Farmers Branch. The tributary will be constructed as a concrete "U" section with a 25-foot bottom width. Vehicular bridges will be reconstructed at Meadow Park Drive, Las Vegas Trail and George Street. Sections of paving will be reconstructed to connect bridges to existing pavement grades. The vehicular bridge at Pemberton will be demolished but not reconstructed. Place of Performance: White Settlement, TX Estimated Construction Range: Between $10,000,000.00 and $13,000,000.00. SELECTION CRITERIA: This is an objective evaluation. The rating will be either "GO" or "NO GO" against the criteria / measurement in the RFP. All ratings, whether "GO" or "NO GO" will be documented fully to include the rationale for the rating and a reference to the specific portion of the offeror's proposal that the evaluator(s) used to determine their rating.
