- The U.S. Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is conducting market research for information purposes only. The intent is to identify all potential sources, especially small business sources with the capacity and technical capability to successfully perform the requirements detailed in the attached draft Statement of Work. The mission of EPA is to protect public health and the environment as mandated under a variety of federal statutes including the Comprehensive Environmental Response Compensation and Liability Act, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the Clean Air Act, the Clean Water Act, the Resource Conservation and Recovery Act, and the Safe Drinking Water Act. The Environmental Protection Agency (EPA) is tasked with the responsibility of improving and preserving the quality of the environment, both national and global. This includes the protection of human health and the productivity of natural resources on which all human activity depends. The Agency is tasked to implement and enforce Federal environmental laws, and to implement U.S. policy, both foreign and domestic. foster the integration of economic development and environmental protection so that economic growth can be sustained over the long term. Additionally, EPA reduces environmental risk, educates the public on environmental issues, conservation, and presentation, and participates in public and private decisions affecting energy, transportation, agriculture, industry, international trade, and natural resources to ensure fully integrated consideration of environmental quality issues. The objective of this contract is to provide a flexible spectrum of technical and expert support and consultation services to human health and ecological risk assessment personnel of the EPA Environmental Response Team (ERT). This support is expected to enhance ERT?s ability to develop scientifically-defensible, state-of-the-art risk assessments, in a timely, cost-effective manner. The contractor?s duties under this contract are limited to support and assistance. At no time will the contractor have the authority to make decisions on the course of action EPA will pursue or the viewpoints EPA will express. In addition, contract personnel will, at all times, emphasize their non-governmental status in any contact with the public, personnel from local, state, and other federal agencies, or Agency personnel unfamiliar with their roles. EPA requests assistance to provide critical risk assessment support through improved management, access, and interpretation of EPA data, information, and records both within, and external to, the Agency. This objective of the risk assessment support contract will enhance management and dissemination of information resources.. The scope of work following will provide the framework for achieving these objectives This notice is not a request for technical or cost proposals. This Request for Information/sources sought notice is to obtain written capability information only to help EPA determine how it will satisfy the Statement of Work requirements. The notice will enable EPA to obtain general information on interested parties and the technical areas they may be qualified to support as well as identify areas of potential conflicts of interest. EPA will not award a contract on the basis of this notice, nor reimburse the cost incurred by potential offerors who respond to this notice. This notice and draft Statement of Work can be found on EPA?s website at: http://www.epa.gov/oamsrpod/ersc/ERTECO/index.htm Capability statements must include: (1) Complete Business Name, including DUNs #; (2) Contact Information (Respondent?s name and title, address, telephone, facsimile, e-mail); (3) Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, etc.). Capability statements must address technical competencies, and management/personnel experience relative to the key task areas detailed in the draft Statement of Work. Interested parties should provide a written capability statement of up to five single sided pages that responds to all items requested in this notice. Standard brochures and paraphrasing of the Statement of Work will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged.
