Description

THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. The VA Des Moines Contracting Office, 3600 30th Street, Building 2, Room 214, Des Moines, IA is seeking vendors capable of providing the VA Central Iowa Health Care System, Des Moines Division (VACIHCS), Department of Pathology and Laboratory Medicine reference laboratory courier services. The contractor shall provide courier services to transport sealed coolers containing laboratory specimens from the Department of Veterans Affairs, Central Iowa Health Care System's Community Based Outpatient Clinics (CBOCs) to the Main Laboratory at VACIHCS at 3600 30th Street, Des Moines, Iowa. Services include the pickup, transport and delivery of the sealed coolers to the VAMC with delivery of the empty cooler back to the appropriate CBOC. Laboratory Specimens include blood, body fluid, tissue, swabs, and glass slides all encased in a VACIHCS or CBOC packed and sealed cooler. The specimens packaged by personnel will meet all Federal Transport Regulations and will be packed in crush proof specimen transport coolers with a size of 18' x 24' x 12' and weigh between 10-20 pounds. The contractor may sometimes be required to transport formalin in small quantities (histology samples). The formalin containers will be transported in the same manner as the other laboratory specimens, sealed coolers. The quantity of formalin to be transported is less than 30 ml per primary container, making it exempt from any other hazardous transportation requirements (see 49 CFR, part 173.24a - Mixed Content subsection). At least one, but no more than two coolers, shall be transported from each CBOC daily. Coolers may not, for any reason, be unsealed by contractor personnel. The contractor shall transport empty specimen transport coolers from the VACIHCS main laboratory to the appropriate CBOC locations as shown in the Request for Proposals. The contractor shall transport the same number of empty transport coolers as picked up on the prior day. Pick up of empty specimen transport coolers will be accomplished when the laboratory specimen delivery is made. The empty cooler should be returned to the specific CBOC on the next business day when picking up the next full cooler. The contract will be a twelve month base period with four, twelve month option periods. The NAICS for this requirement is 492110 with a size standard of 1,500 employees. All respondents must be registered in the CCR database (http://www.ccr.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/) prior to award. Offerors must also be registered in VetBiz at (http://www.vetbiz.gov/). Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed.
