Description
This procurement will be conducted in accordance with Federal Acquisition Regulations (FAR) Subpart 13.5Test Program for Certain Commercial Items. The limitation for individual purchases for commercial item acquisitions conducted under Subpart 13.5 is $6.5 million. The purpose of this test program is to vest contracting officers with additional procedural discretion and flexibility, so that commercial item acquisitions in this dollar range may be solicited, offered, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative costs for both the Government and industry. The authority to issue solicitations under FAR Subpart 13.5 expires on January 1, 2012. For the period of this test, contracting activities must employ the simplified procedures authorized by the test to the maximum extent practicable. When acquiring commercial items under this test program, the requirements of Part 12 apply subject to the order of precedence provided at 12.102(c). This includes use of the provisions and clauses in Subpart 12.3. Simplified Acquisition Procedures allows the contracting officer broad discretion in fashioning suitable evaluation procedures. Evaluation of quotations or offers for this acquisition will be done using one or more, but not necessarily all, of the evaluation procedures in FAR Part 14. Formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. Contracting offices may conduct comparative evaluations of offers. The contract award decision will be to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. A written solicitation will be issued on or about June 3, 2011 and made available to the public on-line via the Interior Department Electronic Acquisition System (IDEAS) Electronic Commerce (EC) web site http://ideasec.nbc.gov. In accordance with FAR Subpart 4.5, contracting officers may authorize use of electronic commerce for submission of bids. Only electronic bids timely received via IDEAS-EC will be considered for award. Instructions to Bidders on how to submit electronic bids may be found in Section L of the solicitation.
