- THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR BUILDINGA HIGH TRUST UNIFIED LEADERSHIP TEAM. Companies shall acknowledge all amendment(s) intheir quote. This notice serves as the official amendment to subject synopsis/RFQ and awritten amendment will not be issued.The purpose of this amendment is to provide responses to questions received fromindustry.The due date for receipt of offers is not extended.Q1. Is there any chance that you could widen the criteria to small businesses so wecould bid? A1. This procurement was reserved for women owned businesses only.We have no plansto include any other socioeconomic group.Q2. Based upon this RFQ statement, Participant assessments conduct individualinterviews of each participants to ascertain their strengths and weaknesses, conductindividual assessments using the Emotional and Social Competency Inventory, the standardassessment tool of Leadership University Based upon the above statement it is assumedthat the ESCI tool will be provided by NASA and that all costs associated with this toolare not to be priced by the contractor.A2. The vendor must be capable to administer the ECSI and the vendor must include costsfor the tool in their proposal.Q3. Will we have access to all relevant strategic documents relating to the SeniorLeadership Teams goals and objectives for the next decade?A3. YesQ4. What is the range of GS levels among the leadership team?A4. GS15-SESQ5. For the outdoor leadership workshop, does NASA Glenn have a site in Cleveland? And do they need our instructors to conduct it or do they have their own?A5. GRC does not have a site. Vendors are required to provide the instructors.Q6. How will this Senior Management Track integrate with other Leadership Universityofferings? If some of the participants will have completed other tracks, may we haveaccess to general information on curricula they have completed?A6. Track will have a joint session with other participants. None of the SeniorManagement track have completed the other LU tracks. You may have access to thecurriculum after the award is made.Q7. Will the Government consider a combination of telephone coaching sessions withface-to-face or should all coaching sessions be in person?A7. No, as stated in the solicitation, vendor must be available to provide face-to-facecoaching. Phone coaching will only be used if scheduling issues occur with individualparticipants.Q8. Can face-to-face coaching sessions be in conjunction with the onsite training?A8. YesQ9. Do the monthly meetings with the Chief or Team Lead, Organization Development of theHuman Capital Development Branch need to be in person or can they be arranged viatelephone or Internet meeting such as GoToMeeting?A9. Either is okCompanies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on 5/31/2011.
