Description
This is a pre-solicitation announcement from the NW Health Network (VISN 20). The purpose of this announcement is to gather interest in the upcoming solicitation for the VISN 20 Simulation Project. The NW Health Network hereby announces its intention to solicit quotations from small business concerns for a firm-fixed price contract to provide education and support for strategic medical and clinical simulation planning and policy development for the VA Northwest Health Network (VISN 20). The objectives of the resulting contract include but are not limited to education and strategic simulation planning for key education players, clinical players including physicians, nurses, associated health personnel, and trainees from each of the VISN 20 facilities utilizing existing high fidelity human simulation equipment. The service will consist of the three phases, Phase I Development of VISN 20 Champions as High Fidelity Human Simulation Experts, Phase II Facility Specific Train the Trainer and program development at individual facilities across the VISN, and Phase III VISN Program Assessment, Development and Evaluation. The primary goal is to improve patient care throughout VISN 20. VISN 20 recently procured high fidelity human simulation mannequins in order to prepare for the development of the sustainable, collaborative simulation program that will support the entire region. The project plan emphasizes the importance of strategic and business planning, collaboration, and instructor development to realize the desired return on investment. Additionally, the project should provide a foundation for further expansion of the simulation program in the future. The overall project purpose is to fully develop a collaborative regional simulation project for the Northwest Region to include: Alaska (Anchorage), Oregon (Portland, Roseburg, and White City), Idaho (Boise), and Washington (Walla Walla, Seattle, and Spokane). The project will include education and strategic simulation planning for key education and clinical players from each of the sites. In addition, each site would receive a site visit from experts in simulation to determine simulation readiness, provide basic education to site partners/collaborators and provide consultation regarding next steps as well as ongoing (remote) consultation through the development and implementation phases. The solicitation is assigned reference number VA-260-11-RQ-1084 and is set aside, 100%, for small business concerns. The NAICS code 541611 Consulting Services. Small business size standard of no more than is $7 million in revenue, per annum, apply to this solicitation. This solicitation and accompanying attachments will be posted and available for download on or around June 6, 2011 at http://fedbizopps.gov/. Offer will be due back in the issuing office on or around June 24, 2011, 12:00 PM (PST). All responsible sources may submit a quotation that will be considered by the agency. All bidders interested in this solicitation are responsible for monitoring http://fedbizopps.gov/ for amendment(s) to this solicitation and making sure amendments, if any, are acknowledged in accordance with the instructions provided in the solicitation and in amendments themselves.
