- This sources sought is posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to access information posted by the Navy Sea Systems Command. The Department of Defense of the United States of America (U.S. DoD), the Department of National Defence of Canada (CAN DND), and the Minister of Defense of the Kingdom of Spain (ESP MOD), have put in place a framework to explore the cooperative development of a Next Generation Infrared Search and Track (NG IRST) system. This NG IRST system is intended to be cost effective, flexible, modular and capable of full integration to onboard naval combat systems. The NG IRST will be used by surface combatants inport, at-sea and in the littorals. Primary targets for the NG IRST include sea-skimming missiles and asymmetric threats. NG IRST will support a full range of Navy units conducting a variety of missions to include: 1)Air defense a)Low altitude air surveillance; b)Autonomous detect and track of low flying missiles and aircraft; c)Autonomous detect and track of low-slow flying aircraft; d)Air surveillance during EMCOM and periods of restricted RF radiation; e)Air surveillance when radar resources are dominated by ballistic missile defense missions. 2)Surface defense a)Surface horizon surveillance for patrol craft and small boats including asymmetric; b)Conducting counter-drug and counter-piracy operations. 3)Anti-Terrorist and Force Protection a)Surface and air surveillance when at-anchor or moored pier side. The NG IRST will work synergistically with other shipboard sensors to detect and track targets including: 1)Low flying cruise missiles, subsonic and supersonic; 2)Asymmetric threats that include small fast attack craft including swarms of small boats; 3)Patrol craft; 4)Small general aviation aircraft and unmanned aerial vehicles. Information is being requested on the following: 1)NG IRST technical and functional architectures; 2)Ability to meet requirements defined in the System Requirements Document; 3)Recommended changes to the requirements; 4)Scope of a prototype NG IRST to be used for demonstrating the main functions; 5)Rough order of magnitude cost for prototype. This is a multinational effort being conducted by the nations of Canada, Spain and the United States. This Request For Iinformation and subsequent responses will be kept at the unclassified level to encourage wide Industry participation and potential collaboration within Industry or between Industry participants. To reduce duplication and save resources, a single call for data on NG IRST is being conducted by the Canadian DND. All interested sources, both domestic and international are encouraged to respond to the Canadian Letter of Interest (LOI) on Next Generation Infrared Search and Track (NG IRST) located on website: www.merx.com, solicitation number W8472-125381/A. Responses to this LOI will be reviewed by all three participating nations. In addition, an Industry Day will be held in Canada to support Industry questions and discussions. Details of Industry Day are contained in the LOI. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This Request for Information announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
