- POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY AMENDMENTS THAT MAY BE ISSUED. This acquisition is being issued as a 100% Small Business Set Aside. The National Institutes of Health (NIH), Office of Cancer Clinical Proteomics Research (CCPR) is seeking a contractor to develop and support the Data Center for the Clinical Proteomic Technologies for Cancer (CPTC) data center and data portal. During the performance of this project, 4 to 6 tumor types will be characterized by the Proteome Characterizfaiton Centers (PCCs) using a variety of platforms and experimental approaches to molecularly characterize cancer cells. This project is a new requirement. Experience is required in information technology management including system architecture, database development, deployment and support. Request for Proposal (RFP) N02-CO-17021-82 will be available on or about June 17, 2011 and receipt of proposals will be due on or about 2:00 p.m., Eastern Prevailing Time on July 18, 2011. The RFP will only be available electronically and must be accessed through the National Cancer Institutes', Office of Acquisitions external website at URL: http://rcb.nci.nih.gov/ once there, click on Current Requests for Proposals. Under the Section entitled Current Requests for Proposals, click on number N02-CO-17021-82 entitled, "Data Center for the Clinical Proteomic Technologies for Cancer." Interested parties are expected to review this notice and the Request for Proposal to familiarize themselves with the requirements of the project; failure to do so will be at your firm's own risk. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSBILE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS, FAILURE TO DO SO WILL BE AT YOUR FIRM'S OWN RISK. It is the offeror's responsibility to monitor the above Website for the release of this RFP and amendments, if any. No collect calls will be accepted. This solicitation is anticipated to result in one (1) award to an offeror capable of performing all aspects of the work described in the Statement of Work (SOW). It is anticipated that a single award, cost-reimbursement, cost-plus-award-fee, contract will be awarded on or before September 29, 2011, for a base period of one-year, plus four (4) one (1) year options. All responsible sources may submit a proposal which shall be considered by the Government. The Government's estimated effort for this project is 8,632 direct labor hours per year. This advertisement does not commit the Government to award any contract. The North American Industry Classification System (NAICS) code is 541511, with a size standard of $25.0 million.
