- The Alabama Air National Guard located in Montgomery, Alabama intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non personal, to provide all labor, tools, materials, equipment, transportation and supervision necessary to Install a new built-up roof system approximately 12,000 SF at the 226th Combat Communication Group, Montgomery, Alabama. This project requires removing the existing roof and drainage system to include roofing ballast, coping caps, vents, exhaust fans gutters, downspouts and any other roof equipment necessary to install 20-year NDL (No Dollar Limit) warrant. The new roof must meet Underwriters Laboratories, Inc., UL790, Class A requirements for fire resistance and, as a minimum, Factory Mutual 1-90 or Underwriters Laboratories 580, Class 90 requirements for wind uplift resistance. The contract duration is 90 days. The project is set aside for Small Businesses. The North American Industry Classification (NAICS) Code is 238160, with a size standard of $14,000,000.00. The cost range is between $250,000 and $500,000. Your attention is directed to FAR CLAUSE 52.219-14(b) (4) LIMITATIONS ON SUBCONTRACTING which states 'By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees' applies to this project. The tentative date for issuing the solicitation is on or about June 17 June 2011. The tentative date for the pre-bid conference is on or about 30 June 2011, 9:00 a.m. at the 226CC, 1000 Airbase Boulevard, Montgomery, Alabama. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 23 June 2011 via email (preferred) to Dorothy.brown@ang.af.mil or 187FW.Contracting@ang.af.mil or faxed to (334) 394-7452. The bid opening date is scheduled for on or about 19 July 2011. Actual dates and time will be identified in the solicitation. Interested offerors must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-866-606-8220. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log into the Online Representations and Certifications Application (ORCA) website. The solicitation will be posted on the Army Single Face to Industry (ASFI) and the specification will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN, 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address.
