- Description
- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR Part 13.501, with Diablo Sport to provide the proprietary software tools needed to access the calibration files that EPA requires. EPA desires to re-calibrate commercially available General Motors and Ford trucks to meet more stringent (i.e. Tier 2 Bin 2) emissions standards. This low Bin has been attained by manufacturers on small cars but has not been done in larger vehicles, especially pickup trucks. The Contractor shall develop the tools necessary to modify the vehicle calibrations such that, in combination with hardware changes, Bin 2 emissions can be demonstrated in large vehicles. Diablo Sport software uniquely generates ?*.A2L? header files for Ford and GM vehicles from which all engine management system calibration variables can be identified based on the code, variables and functions stored within the Engine Control Unit (ECU). Auto manufacturers do not allow access to engine management calibration or ?*.A2L? files outside of their companies. Under this procurement, the contractor shall furnish and provide proprietary software tools needed to access the ECU calibration files. The contractor will provide files that will allow read/write access to the vehicle calibration tables. These tables include, at a minimum, engine startup fueling, ignition and valve timing, EGR, and transmission control parameters. In the ETAS realm these files would be the.dam,.hex, and.a2l files or their functional equivalents that describe the memory addresses for the tables and associated setting parameters. Functional descriptions of the various tables and algorithms will be provided when available. The contractor will work with the EPA to determine if the files meet the program needs. There are three different vehicles that will need this access so this task will be repeated once for each. This procurement will be accomplished under the commercial item procedures in FAR Part 12. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. This documentation shall establish that the respondent has the ability to meet the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
