- The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing the following service: Maternal-Fetal Medicine consulting services necessary for the performance of clinical and research activities of the Perinatology Research Branch (PRB). The consultant should have extensive experience in Perinatal Research. The consultant shall provide consultation regarding flow cytometry including the following: Provide biostatistical analysis services and advise NICHD on matters pertaining to writing manuscripts, abstracts, posters, Institutional Review Board (IRB) protocols pertaining to the data analyzed. Review, analyze, and make recommendations regarding research data. Conduct bibliographic research and prepare critical analyses of available literature in the development of IRB protocols, manuscripts, abstracts, and other scientific activities of the PRB as requested. Provide technical assistance in the preparation of manuscripts and abstracts. Make recommendations regarding the development and design of IRB protocols. Perform statistical analysis, including preparation of data tables, provide recommendation regarding graphical presentations. This request is for interested firms with the capability of providing the required service to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541990 with a size standard of $7.0M. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement should include references. Two (2) copies of the capability statement must be received at the following address: 6100 Executive Blvd, Suite 5Z00, Rockville, MD 20852 by no later than 12 NOON local time at designated location June 10, 2011.
