- The USDA Animal Plant Health Inspection Plant Protection and Quarantine Facility at Moore Airbase in Edinburg, TX is in need of a firm fixed-price commercial contract for a base period of 12 months and 4 option periods for lease (including option to purchase ), of 1(each) Siemens Water Technologies (Brand Name or Equivalent IAW FAR 52.211-6 ), standard Millennium III TM C-VF for the facility's new chlorine dioxide disinfection system. This system, or Equivalent, must properly perform and comply with the Texas Commission on Environmental Quality (TCEQ) permit for water treatment Salient Characteristics Two chemical flow paced batch chlorine gas/sodium chlorite chlorine dioxide generator capable of producing up to 150 Lbs./ day of chlorine dioxide. Flow paced batch units have a 50 gal batch tank to for storage of chlorine dioxide solution. A separate distribution pump with a maximum capacity of 11.1 GPH is used to deliver product to the point of use. This is a diaphragm pump rated to 145 psi supply pressure. The flow paced batch units are configured with variable frequency drives for flow paced control. The unit can accept a remote on/off signal to turn the unit on or off. Flow paced control is planned to be utilized for variable feed rates. Fob Factory with freight allowable to jobsite. Including installation, start up and training services. *Contract to include monthly maintenance and chemical supply, with option to purchase. Services Needed Installation Contractor shall provide a turnkey installation including piping for water supply and distribution to designated tie in points. Contractor shall provide power termination. Moore Airfield is requested to supply the following: Start-up Services Contractor shall provide start up services. After the equipment has been installed, tested, and adjusted, and placed in satisfactory operating condition, the equipment manufacturer shall provide classroom instruction to Owner's operating personnel in the use and maintenance of the equipment. A Contractor representative having complete knowledge of the operational and maintenance requirements of the system, will provide for one (1), eight-hour day of training on the safe and proper handling of chlorine dioxide, operation of the equipment, and analytical methods to the Owner's operations and laboratory personnel. Monthly Service - included in the lease of equipment. A contractor service engineer will visit the site to perform routine maintenance on the generator, optimize chemical dosing, conduct generator efficiency testing and provide a written report. Contractor will also provide safety training for the plant staff, if requested, and provide emergency technical or mechanical response as described below. On-site routine maintenance service will be scheduled in advance and include, but not be limited to the following: Provide monthly maintenance and optimization services to the Chlorine Dioxide generator. Routine Service shall include but not be limited to: 1. Review plant logs and operation of Chlorine Dioxide treatment. 2. Check the equipment for leaks or malfunction. 3. Perform analysis of generator efficiencies. 4. Review laboratory by-products reports with management. 5. Perform scheduled preventative maintenance on equipment. 6. Submit a written report outlining services and observations during the routine service visit. 7. Three (3) third party laboratory chlorine dioxide by products analyses. Provide emergency service to the Chlorine Dioxide generator. 24 hour technical phone response is included in the price of the program. Chemical Supply - 25% Sodium Chlorite sold in 55 gal drums (to be supplied by Contractor) This is not a request for competitive proposals. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
