The provision at FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, is hereby incorporated in this RFI. This RFI cannot be accepted by the United States Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All submissions in response to this RFI become property of the United States Government and will not be returned. No basis for a claim against the government shall arise as a result from a response to this notice. A solicitation may be available in the summer of 2011, therefore, do not request a copy of a solicitation at this time. 1. Description: a. The intent of this Request for Information is to improve the Government's understanding on the current availability of industry service capabilities in the Misawa Air Base area. This RFI is seeking interest from contractors capable and interested in performing Clinical Nursing Support Services at Misawa AB. The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. b. Contractors interested in providing information are free to present their capabilities, services offered, employed commercial practices and standards, current and prior completed service contracts, estimated pricing, estimated time between contract award and contract performance desired, and viability of servicing Misawa Air Base. Contractors can also provide feedback on industry limitations that may prevent successful completion of this requirement. Additionally, the Government is seeking information on the most common commercial contract vehicles used for this type of service. Contractors are encouraged to ask questions and or seek clarification on any information provided in this request. c. The 35th Contracting Squadron, 35th Fighter Wing, Misawa Air Base Japan is considering soliciting offers at some time in the near future for the services listed below. If the solicitation for these services is issued by Misawa Air Base, the requirements in this document may be included. We solicit feedback from prospective service providers on the "art of the possible" with respect to these requirements as well as any other information that may best service our Misawa Air Base customer. 2. Services of Interest: a. Contractor shall provide licensed/registered health care workers to support the Clinical Nursing Support Services personal-services contract. The contractor shall provide health care workers with valid unrestricted licenses to practice as Licensed Vocational Nurses (LVN), Licensed Practical Nurses (LPN) or Clinical Registered Nurses (RN) from one of the 50 United States. Health care workers will engage in direct patient care of government beneficiaries supported by the Misawa AB Medical Treatment Facility (MTF). Nurses shall supplement current MTF staff on an as-needed/temporary basis. Nurses are required in, but are not limited to, the following clinics/specialties: Family Practice, Pediatric Clinic, Multi-Service Unit, Surgical Unit Nurses, Maternal-Newborn Unit, Labor and Delivery, Lactation (Breastfeeding). Contractor patient care will cover the range of services provided in civilian medical treatment facilities and follow healthcare standards of practice according to the American Nurses Association and The Joint Commission, and all other healthcare regulations. Please keep in mind this gives a general description of the scope of work that could be required, and does not define the final requirement. For your information, attached are the DRAFT Performance-based Work Statements, which may be combined/changed at a later date, and job descriptions for the current requirements. 3. Services Contracts in Japan: a. Contracts to be performed in Japan are subject to the Status of Forces Agreement (SOFA) between the United States and Japan, which governs the rights and obligations of the United States forces in Japan. Unless a contractor is present in Japan solely to perform under a contract with the United States for the sole benefit of the United States armed forces in Japan and is accorded privileges under SOFA XIV, it and its employees shall be subject to all the laws and regulations of Japan. The contractor shall comply with the instruction of the Contracting Officer concerning the entry of its employees, equipment, and supplies into Japan and shall comply with the applicable Japanese laws and regulations as well as United States Forces Japan (USFJ) and USFJ component policies and regulations during the performance of this contract. b. Currently, it has not been determined whether contractor employees will be granted SOFA Article XIV or I(b) Status or what Base Logistic Support Services will be offered as we are currently in the early planning phase of this requirement. 4. Anticipated Solicitation/Contract Specifics: a. The Government contemplates a Performance-based, Firm-Fixed Price, Indefinite Delivery - Requirements type contract for the personal services required. The period of performance will be for a base period and four (4) one-year option periods, estimated to start 1 October 2011. It is anticipated that task orders will be issued for individual specialties on an as-needed basis to fill temporary staffing needs. The anticipated period of performance for these task orders are in the 180 to 365 day range. b. This acquisition is being considered open for both large and small business concerns. The proposed North American Industry Classification System (NAICS) code is 561320, Temporary Help Services. We are seeking comments on our NAICS code selection as well. 5. Submission: a.
