- NASA/GRC has a requirement for a 2011 Extravehicular Activity (EVA) Desert RATSTesting Program with stand-alone evaluation of commercial and military goggle HMDs (HeadMounted Displays).NASA/GRC intends to purchase the items from Honeywell International, INC, 19019 N 59thAvenue, Glendale, Arizona.Honeywell has previous experience with DRATS test protocols and program requirementsmaking it most qualified as test coordinator. DRATS HMD field-testing is scheduled forlate August 2011, and dry run testing is scheduled throughout July of 2011. These dateswill not change since it is a multi-center program that relies on support from manyareas. The use of another vendor as the test coordinator will impact the current scheduleand create a significant risk that could jeopardize the success of HMD testing, jeopardize the GRC project milestones and deliverables, and would result in significantlyhigher costs to the Government. Honeywell was used in previous DRATS efforts last yearand this effort is a follow-on activity. Considerable upfront coordination andengineering has already been done to have agreements in place for the usage/loan of bothHDMs. This includes considerable customization of HMD electronics for compatibility withDRATS information systems.If the Government were to use another vendor, it would require a least a month for thevendor to be brought up to speed on the DRATS interfaces, test objectives, andexpectations, and at least two more weeks for NASA to evaluate the vendors hardware. With the inflexible schedule, the cost of this procurement would be two to three timesmore expensive as a new vendor would be required to put in more hours up-front to try tomake up for lost schedule. This would slip the schedule at least two weeks and leaveszero time to complete a Draft Test Plan in time for JSC to concur on that test plan andfor NASA GRC to conduct the JSC Dry Run.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 6, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
