Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide Roof Repairs at Various Locations, Naval Air Station, Sigonella, Sicily, Italy and other locations by means of an combination firm fixed price and indefinite delivery/indefinite quantity construction contract. The contract duration shall be 365 calendar days from award. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. This is a new procurement. It does not replace an existing contract. No information exists on prior contract. The North American Industry Classification System (NAICS) code is 238160. Contractors will be required to be certified in compliance with the Societa Orgainis d Attestazione (SOA) and provide proof of the certification with the submission of the firms offer. The classification is as follows: Prevailing category OG1, Class III. The estimated price range for the firm fixed price and indefinite delivery/indefinite quantity is between ‚¬360,600.00 and ‚¬721,200.00 Euros. The anticipated guaranteed minimum is ‚¬72,120.00 Euros. The anticipated requirement for the firm fixed price includes Roof Repairs for Building 225 and Building 202. The anticipated requirements for Building 225 includes lower roof work to remove existing built up roofing system and provide a new built up roofing system. Enlarge existing outlet hole toward existing scupper as required, provide new slope as required toward existing downspouts. The two layers consist of a base sheet of polyester membrane minimum 4mm thick, min. weight 4 kg/sq.m and a finish layer of mineral membrane 4.5mm thick, min weight 4.5 kg/sq.m. In addition, Building 225 also includes main roof work to seal and repair all gutters, joint cover, perimeter top flashing, mechanical equipments etc. clean gutters, unclog downspouts and connections, seal all around all items intruding the roof, enlarge each outlet hole at parapet wall toward existing scupper and replace the existing access roof, metal type. Further, Building 225 also includes replacement of damaged suspended ceiling tiles and incidental work including cleaning all residuals (debris, bird droppings, leaves, etc.), plugging all the existing additional downspouts at gutters, repairing any damage found on existing galvanized gutter structure and perimeter metal flashing, sealing existing galvanized gutter along entire contact lines with parapet walls, with roof pitch edges and where new additional downspouts interconnect with existing galvanized gutter, seal or replace existing joint cover where required, cleaning all existing gutters from inlet points to discharge and cleaning all areas where work has occurred daily. The anticipated firm fixed price requirement for Building 202 East Side includes removal all the blisters and imperfections present on the roof to avoid movements after the installation of new membrane. Further, the requirement includes waterproofing of all the existing roof vents, exhaust fans, a/c units, pipes, sleeves, etc. Also, the requirement includes application of the asphalt primer materials before the installation of new mineral membrane. Finally, the requirements includes cleaning, sealing the connecting joints on the existing sheet metal flashing and painting to match existing. The new mineral membrane shall be 4.5mm thick, min weight 4.5 kg/sq.m. Membranes shall be made by POLYGLASS or equivalent to be approved. The anticipated requirement for the Indefinite Delivery/Indefinite Quantity includes Roof Repairs Basewide including Naval Air Station Sigonella I and II, Weapons, Augusta Bay and other locations. The scope of work includes removal and disposal of existing roofing and related sheet metal work and carpentry items such as surfaced edge roll roofing, mineral surface asphalt strip shingle roofing, built up roofing, insulation metal roofing, etc. Replacement roofing systems will be with the same roofing type as applicable or designated. The anticipated requirement also includes replacement of deteriorated decking, steel roof deck and metalwork items and replacement of all other items of work in conjunction with the roofing system. Finally, anticipated requirements includes replacement of flashing, roof penetration, pier penetrations and all incidental work. Bidders can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted on 16 June 2011. Bids are expected to be due on 15 July 2011 at 2:00PM Central European Time (CET). All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. Pre bid conference and site visit information will be indicated on the solicitation documents.
