- The Afghanistan Engineer District-North, Kabul, Afghanistan has a need to modify and increase the existing Multiple Award Task Order Contract's (MATOC) for general construction services in Afghanistan. The current MATOC capacity of $240 million will be increased by $78 million. Task Orders under each contract primarily consists of new construction; design-build; site adapt; multi-building construction; barracks; dining facilities; utilities; infrastructure and building renovation. The four MATOC's contracts are with: Lakeshore Engineering Services Inc. (W5J9JE-10-D-0004), 7310 Woodward Avenue Fifth Floor, Detroit, MI 48202; FCEC UI Projects JV (W5J9JE-10-D-0005), Kartse South West of Habibia High School, Kabul, Afghanistan; EMTA INSAAT VE TICARET A.S. (W5J9JE-10-D-0006), Bilkent Plaza A 3 Blok, Bgrisi K.2/20, Ankara, Turkey 06800; and ECCI-C METAG JV (W5J9JE-10-D-0007), 1240 Bayshore Hwy, Burlingame, CA 94010-1805 The NAICS for this requirement is 236220 Commercial and Intuitional Building Construction. The purpose of this increase to the current MATOC capacity is to provide a bridge until a new MATOC requirement is awarded. The anticipated award of the new MATOC requirement is late 1st QTR FY12 or early 2nd QTR FY12. This Notice is not a request for bid/quote/proposal and no contract will be awarded on a basis of offers received in response to this notice, but responses will be used to determine if a comparable source is available and more advantageous to the Government. Any firm that believes it can meet the requirements may give written notification to the contracting officer, Robert M. Winne. Responses shall show clear and convincing evidence to demonstrate the ability to comply with the requirement listed and that competition would be advantageous to the government. Responses are due by 16 June 2011 at 2:00pm (local Kabul time). All responses shall be sent to Ms. Kisha Craig at kisha.m.craig@usace.army.mil. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This notice is posted in accordance with FAR Parts 5.201 and 6.302-1.
