- This document must be completed and submitted in order to obtain access on the walk-thru. There are no exceptions. This document provides VERY IMPORTANT information about the walk thru and proposal receipt. This document includes mandatory deliverables that are required and outlines the services that are desired. This package includes the solicitation form and the Federal Acquisition Regulations (FAR) specific to this procurement. This is the form proposals should be submitted on. THIS SOLICITATION IS A SET-ASIDE FOR 8(A) COMPETITIVE SMALL BUSINESS NOTE: This solicitation was previously posted for 15 days and is now being solicited. This is the solicitation portion of the FedBizOpps Notice. The Government is seeking responsible contractors interested in providing Custodial Services at the Department of Homeland Security Nebraska Avenue Complex, located at 3801 Nebraska Avenue, NW, Washington, DC 20016. All responsible sources may submit a proposal, which shall be considered by the agency. The services to be performed are custodial and related services for buildings within the Nebraska Avenue Complex, totaling approximately 2.1 million square feet. These services include but are not limited to: interior (cleaning floors, fixtures, surfaces, restrooms, emptying trash), exterior (window washing, cleaning parking areas, snow and ice removal, grounds maintenance), and pest control. The Contractor shall furnish all supplies, personnel, labor, equipment, material, tools, supervision, management, and services to perform these custodial services. The Contractor is responsible for planning and scheduling work to ensure material and labor availability is adequate to complete requirements and comply with green cleaning and quality standards. The contract will be solicited using the Lowest Priced Technically Acceptable source selection method found in FAR Part 15. The intent of this contract is to provide for the complete project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies to perform all work required to complete the project in accordance with the specifications and provisions of the contract. The North American Industry Classification System (NAICS) code for this program is 561720 - Janitorial Services. Offerors shall be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award. To register, the CCR Internet address is: http://www.ccr.gov.
