Description
Provide design and construction services to "Exterior Revitalization Phase 6" at VA Tennessee Valley Healthcare System, York Campus (3400 Lebanon Pike, Murfreesboro, TN 37129). Furnish all labor, material, equipment and supervision necessary for a Design/Build project Exterior Revitalization & Lead Abatement Ph 6" at the VA Tennessee Valley Healthcare System, York Campus, 3400 Lebanon Pike, Murfreesboro, TN. Work at the York campus includes but not limited to exterior masonry restoration, the replacement of slate roofs and dormers with faux slate, replace existing metal gutters and downs. Replace/patch/repair stone and gutters and solder gutter liners and/or line stone gutters as necessary. Reseal expansion joints, stone sills, windows, etc. Clean, tuck point and seal masonry exterior of Buildings 4, 5, 8, and connection corridors Buildings 5-6. Replace window seals and caulking in all windows in Buildings 1 and 3. Install new copper exterior gutters and downspouts on all connecting corridors. Contractor shall develop a design with a VA design team to insure all needs and project objectives are met. The design consultant shall provide necessary architectural and engineering services required to prepare a complete design (stamped contract drawings, specifications, technical reports, cost estimates, inspections, quality assurance, commissioning, etc.) and construction period services to insure the successful completion of the project. The contractor shall provide the VA with certifications and standard VA warranties. During Design Development (DD), the contractors responsible for independently analyzing conditions, needs, systems, etc., and developing unique, optimal proposals to achieve project objectives. Design and submittals shall be completed in no less than 45 days. All construction work shall be complete within 210 calendar days, including final inspection, punch list corrections, commissioning, and closeout / release of claims. Contractor shall match the previously performed revitalization of the exterior of Building on campus. The contractor is responsible for independently analyzing systems/conditions and developing unique, optimal proposals to achieve project objectives. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 238990 with a small business size standard of $14.0 million. The estimated cost range for this project is between $1,000,000 to $2,000,000. A 20% bid bond shall be submitted with the offer. Performance and payments bonds are required within 10 days after contract award. This procurement is 100% set aside to Service Disabled Veteran Owned Small Business contractors pursuant to 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov; www.ccr.gov; www.orca.bpn.gov; and www.vets100.vets.dol.gov/. Pre-bid site inspection dates will be posted with the solicitation. The solicitation will be posted o/a June 9, 2011 on the Federal Business Opportunities (FedBizOpps) website www.fbo.gov. Interested bidders can download the bid documents from the FedBizOpps website. Amendments will not be mailed but will also be posted at the FedBizOpps website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time set for receipt of proposals. Proposals are due no later than 4:30 PM CDT on July 12, 2011 at VISN 9 Acquisition Service Center, Department of Veterans Affairs, 1639 Medical Center Parkway, Suite 400, Room 433, Murfreesboro, Tennessee 37129. Award is subject to the availability of funds. Offerors submitting as a joint venture must submit the joint venture agreement with their offer. Joint ventures are limited to submission of three bids in a two year period. All requests for information on this solicitation shall be submitted in writing to the Contract Specialist at e-mail charlene.neal2@va.gov or faxed to 615-225-5432. The deadline for requests for information is 10 calendar days prior to bid opening.
