- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT. The U.S. Department of Homeland Security (DHS) Science and Technology (S&T) Directorate intends to issue a sole source purchase order to the InterNational Committee for Information Technology Standards (INCITS) to cover annual membership fees for agency participation. INCITS is the forum of choice for information technology (IT) developers, producers and users for the creation and maintenance of formal IT standards. INCITS is accredited by, and operates under rules approved by, the American National Standards Institute (ANSI). INCITS' mission is to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations. Membership in INCITS is necessary for DHS to have representation in the consensus standards process relating to information technology- this includes membership to the executive board and access to specific subcommittees of interest to DHS Components - currently those are biometrics, cybersecurity, and geospatial information systems. Membership benefits with INCITS include identifying and prioritizing requirements for development and adoption of new standards required by DHS programs, and ensuring that DHS has access to standards that support adequate performance and security of DHS information systems. As such, DHS S&T intends to participate in the following Task Groups: 1. CS1 - Cyber Security 2. L1 - Geographic Information Systems (GIS) 3. M1 - Biometrics; and the M1 Task Groups a. M1.3 - Biometric Data Interchange Formats b. M1.5 - Biometric Performance Testing and Reporting c. M1.6 - Cross Jurisdictional and Societal Issues Interested sources shall submit responses that include: 1. A narrative providing detailed information regarding the mission and benefits of proposed membership organization and how it pertains to the development, production, creation, and maintenance of formal IT standards; 2. A narrative demonstrating how proposed membership organization aligns with the efforts described above and all available task groups; and 3. A list of the entities participating in the tasks groups identified above who have memberships with the proposed membership organization. Include a Point of Contact (POC) and telephone number for each entity listed. The total value of this intended award is less than the simplified acquisition threshold. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. This is not a request for proposals or quotation.
