- THIS IS A SOURCES SOUGHT SYNOPSIS, NOT A REQUEST FOR PROPOSAL. The U.S. Environmental Protection Agency (EPA) is seeking small business (SB) for a requirement to support the EPA in the review, development, promulgation, and implementation of the National Ambient Air Quality Standards (NAAQS), National Emission Standards for Hazardous Air Pollutants (NESHAPs), and the New Source Performance Standards (NSPS) pursuant to the Clean Air Act. The contractor shall assist in the development of environmental regulatory and management strategies, collect and analyze data, perform technical support studies concerning alternative approaches for pollutant control, conduct analyses of mobile source emissions, and assist in developing and assessing mobile source control programs to support the development of regulatory and management strategy development. The contractor shall also develop new models or provide analyses using existing air quality dispersion models and other air quality models, collect and evaluate available monitoring data to assist in determining the effectiveness for implementation strategies, review data in order to determine if it is sufficient to perform cost, economic impact, benefit, and innovative regulatory analysis. Under this requirement the contractor shall provide administrative support related to public hearings and meetings, workshops, training (computer and administrative), seminars, public comments and outreach, preparation of documents, risk communication, and reviews (technical, peer, and scientific). The purpose of this notice is to advertise this requirement to seek all qualified small business firms under NAICS code 541620 capable of providing this support. The anticipated period of performance for this requirement is 5 years (i.e. One twelve (12) month Base year and four (4) 12 month option periods). The total level of effort per year is anticipated to be 10,100 hours for a five year total of 50,500 hours. In additi on, an option for increased quantity will be included each year for a total of 10,500 hours, for a maximum level of effort of 101,500 during the five year period. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFP) is available. All Interested parties who can meet the above requirements are requested to submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
