- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in the Federal Acquisition Regulations (FAR) subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation No. is VA-241-11-RQ-0757 and is issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. The North American Industry Classification System (NAICS) number is 339113, the business size is 500 employees. Consistent with FAR 6.302.1, Only One Responsible Source, the Contracting Office at the Department of Veterans Affairs - Boston Healthcare System intends to issue a sole source award to Beckman Coulter, for the following items for a one-time purchase. STATEMENT OF WORK Background: The Massachusetts Veterans Epidemiology Research and Information Center (MAVERIC) Core Laboratory processes and stores specimens for clinical trials run by the VA Cooperative Studies Program. The laboratory is getting ready for a large scale genomics project that will require processing of up to 1000 samples a day in addition to existing and ongoing processing for other Cooperative Studies Program projects. These machines were selected for isolating DNA from the collected and processed samples. Acquisition of the Beckman Coulter machines was not based simply on the selection of a liquid handler-it was a process of looking for a vendor(s) that could provide a system for isolating DNA from up to 1000 human blood buffy coats per day with a minimum yield of about 15 ug at a total cost of less than $2.50 per sample. The requested equipment is necessary to guarantee accurate and sufficient operation of the machines, provide study stake-holders and analysis labs with high quality DNA, and to facilitate the processing of such a large volume of samples.
