SYNOPSIS: DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to perform/provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to: christina.jackson2@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/veteran Owned Small Business (SDVOSB/VOSB), HubZone, 8(a), small, small disadvantage, woman-owned small business or large business) relative to NAICS 512110, Motion Picture and Video Production ( size standard $29.5 million). Responses to this sources sought synopsis are not considered adequate responses to the follow on solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: The James H. Quillen VAMC Geriatrics and Extended Care Service is seeking sources for a potential contract to provide 24 hour relaxation based programming produced for patient television. The program must be shown to be clinically effective for: reducing patients' perception of pain, improving restfulness and increasing satisfaction. The programming must have the following unique therapeutic elements: 1.A minimum of 72 hours of non-repetitive content that is designed to support the day night cycle with high-resolution digital files that are pre-scheduled to broadcast sunrise, daytime, sunset and nighttime programming; 2.Calming nighttime programming with a midnight star field that is designed to support circadian rhythms to improve restfulness and sleep quality. The programming must create a subtle, ambient nighttime effect that eliminates the erratic light flashes of traditional commercial television; 3.The programming must be edited specifically for the healthcare setting with respect to those whose cognitive and visual acuity may be impaired due to medication, age or diagnosis. The programming's image transitions must be slow, gradual and void of special video effects that may be over stimulating, confusing or agitating. Musical accompaniment must be all original instrumental compositions to avoid negative memory associations; 4.The programming license must include one base year with four options for renewal every year after the end of the base year. The license will be for the main hospital building and will include music for the telephone on-hold system; and 5.Equipment needed for installation and broadcast shall include: a digital media server with A/V output to be pre-scheduled, tested and ready for broadcast, a custom software program that allows for auto-shuffle of contents and scheduled play of day and night programming, annual program updates provided by USB drive, fixed modulator and channel filter (analog only), uninterrupted power supply and professional installation. Responses to this Sources Sought must be emailed to Christina.jackson2@va.gov no later than June 20, 2011 at 3:00 p.m. Central Standard Time. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE and SOCIO-ECONOMIC STATUS information as explained below. Please place, "ATTENTION: Relaxation Based Programming" in the subject line of your email. This notice is intended to assist the VA (VISN 9) in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description [three (3) pages or less] that shows your company can provide the above specified requirements to James H. Quillen VAMC Geriatrics and Extended Care Service. The services sought will begin on July 1, 2011. Please specify your availability to start date.
