Description
Draft PWS for food sampling and laboratory testing services. USDA's Farm Service Agency, Deputy Administrator for Commodity Operations, is seeking information related to commercially available aseptic food sample collection and laboratory testing services, as well as potential suppliers of such services. Food sampling and laboratory testing services performed by a private firm is being contemplated for food aid products procured for Government programs. Feedback is very important relative to the proposed scope of the draft Performance Work Statement (PWS), and with regard to capability concerns/questions, the identification of assumptions, etc. This Sources Sought/Request for Information (RFI) will serve as market research to determine if sources capable of providing these services exist; if these are commercially available services; and, if available, the industry practices with regard to collecting food samples, and performing laboratory testing on food samples to determine if specified factors meet contract requirements. Industry practices of interest include, but are not limited to, food sample collection protocols, laboratory procedures, laboratory accreditations, type of contract, terms for warranties, contract financing, risks associated with services, etc. A draft PWS for these services is included in Document Package one (1) attached to this notice. The applicable NAICS code for this service is 541990, All Other Professional, Scientific, and Technical Services, with a small business standard of $7 million in annual receipts. Sources responding to this RFI should identify any information which will enable the Government to determine service providers' interest and capability in supporting the requirements. Sources responding are invited to provide input into the acquisition strategy, including development of the source selection evaluation criteria. Additionally, recommendations concerning contract type, contract clauses, other aspects of the acquisition strategy; and anything else that would help in defining an efficient and effective acquisition program. Specific information from interested parties includes feedback on the draft PWS, as well as the following: 1. The capability to collect food samples nationwide and conduct laboratory testing--including relevant information on resources available to the firm, such as field staff, laboratory staff, equipment, facilities, and experience with same or similar services. 2. The amount of time needed to be in a position to commence performance of services described in the draft PWS. 3. What quantity of samples during what time period could be collected from manufacturing facilities throughout the continental United States. 4. Format of the documentation of test results, e.g., electronic formats. 5. Pricing information. 6. Recommendations concerning feasible scope of any sampling and testing contract. 7. Size status of your firm in accordance with the NAICS code size standard. 8. Recommendations regarding the PWS and sampling or testing services commercially available. 9. Any other information beneficial to the Government. The preferred method of response is via email to all Points of Contact listed in this notice. Written responses may be mailed to the attention of International Procurement Division at USDA-FSA-DACO, Mailstop 8738, P.O. Box 419205, Kansas City, Missouri, 64141-6205. Responses must be received no later than June 10, 2011. All information gathered in response to this Request for Information will be used solely for planning purposes. This is not a formal solicitation but a request for interested parties to provide information. No current solicitation exists and requests for a solicitation will be ignored. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No entitlement for payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or part, any contractor's input resulting from this RFI.
