- PRE-SOLICITATION NOTICE SYNOPSIS: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the design and construction of a Natural Gas Fueled Combined Heat and Power Facility. The contractor shall furnish all labor, design, materials, supplies, and travel, to perform work under this project. The work will include, but not be limited to: general construction, alterations, mechanical, plumbing, fire protection, utility systems, necessary removal of existing structures, construction, and certain other items. PROJECT SCOPE: The contractor shall furnish all Design-Build services necessary to provide two 250kw gas reciprocating CHP units. The first unit shall be installed into an existing mechanical space and will require sound attenuation. The second unit will reside outside and will require a walk-in enclosure that is both weather proof and provides sound attenuation. The work also includes, but is not limited to: state of Massachusetts emissions control, exhaust stack (architecturally compatible with building), natural gas service, natural gas utility meter (NGRID), monitoring equipment, generator controls, power metering, NSTAR required power metering, NSTAR required data acquisition, computer control equipment, and facility interconnection equipment. The contract shall furnish utility interconnection equipment including, but not limited to: transformers, switchgear, and protective relays; computer control software; and associated ancillary materials and equipment, site civil work, paving, concrete foundations, building structures and permanent steel platforms, stairs, handrail and ladders. Hot water generating equipment shall include BAS control and monitoring, pumps, motors, variable speed drives, DDC valves, balancing valves, back flow, make-up water connection, water treatment systems, insulation, vents, piping, isolation valves, metering and hot water accessories required for process hot water system. ADMINISTRATIVE: The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about Friday, June 10, 2011 and proposals will be due on Wednesday, July 20, 2011 at 3:00PM (EDT), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The period of performance shall be 365 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers.
