- Request for Information (RFI) for DoD WiMAX Secure Profile Contracting Office Address: Defense Information Systems Agency, DITCO-Scott PL8313, P.O. 2300 East Drive, Bldg 3600, Scott AFB, IL, 62225-5406 Description: PURPOSE : The Department of Defense (DoD) is requesting industry information on how DoD could implement a Worldwide Interoperability for Microwave Access (WiMAX) Secure Profile based on the Institute of Electrical and Electronics (IEEE) 802.16-2009 commercial standard. A joint DoD working group was established to develop the DoD WiMAX Secure Profile and its certification test cases with participation from DoD and industry partners, and as a result, the Radio Frequency (RF) and Transmission Security (TRANSEC) (bit cover sequence) specifications were developed. This RFI is to solicit comments on the specifications of the DoD WiMAX Secure Profile from US-owned firms with facility clearance of SECRET or above. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is solely for gathering information and planning purposes. It does not commit the U.S. Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future request for proposal, if any is issued. DoD requires wideband services in order to enable emerging net-centric operational capabilities. Commercial off-the-shelf (COTS) WiMAX technology has been proven as one of the leading 4th Generation (4G) wireless technologies. In response to this new technology standard, DoD has issued a Directive-Type Memorandum (DTM) 08-039, subj: "Use of Commercial Wireless Metropolitan Area Network (WMAN) Systems and Technologies." In order to achieve joint interoperability with WiMAX-based radios deployed by DoD services, there is a need to develop a DoD WiMAX Secure Profile with a TRANSEC capability to ensure multi-vendor interoperability as well as cover certain vulnerabilities that exist within the commercial WiMAX radios. Sources Sought: This Sources Sought Synopsis is requesting responses to the following criteria from interested parties that can provide the required services under the North American Industry Classification System (NAICS) Code 541712 and 541330. This Synopsis is encouraging responses from any qualified and capable source, including Small Businesses, Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Historically Black Colleges and Universities/Minority Institutions, Small Business Joint Ventures, Consortiums and Teaming Partners. This Sources Sought Synopsis is issued to assist the agency in performing market research to determine whether or not there are two or more qualified and capable Small Businesses to provide the aforementioned service. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS Code 541712 and 541330 are requested to submit a response to the POCs provided at the end of this release within 10 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include recent (within the past three years or work that is on-going) and relevant experience (work similar in type and scope) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers where the responder performed the relevant work. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. Only US-owned firms with active facility clearance of SECRET or above will be provided the information for comment. Eligible responders should provide the following information to receive the information to comment upon. The information should be sent via e-mail to the POCs provided at the end of this release within 10 calendar days of issuance of this RFI to allow verification of their facility clearance prior to a copy of the specifications being released via encrypted or password protected e-mail by the POCs provided at the end of this release. The specifications will be released as FOUO/ITAR documents. Interested responders should have experience in designing and implementing 802.16 (WiMAX) radios. •· Company name •· CAGE code •· Business size •· Name and phone number of the Company's security officer •· Company mailing address where controlled documents are received •· Contact information for Company POC that will respond to this RFI Requested Information: Interested parties are requested to provide comments on the specifications of the DoD WiMAX Secure Profile (especially for Appendix A, which provides a specification for TRANSEC (bit cover sequence)) in terms of functionality, implementation, vendor interoperability, and its viability with a white paper. Suggestions for improvement to the specifications are also requested. Responses: White papers in Microsoft Word for Office 2003 compatible format are due no later than 30 June 2011 or three weeks after receipt of the indicated specifications, whichever is later. The white papers shall be marked FOUO/ITAR. Responses shall be submitted to the POCs provided at the end of this release via encrypted or password protected e-mail. Paper copies will not be accepted. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. The Government will safeguard any proprietary information received in response to this RFI. Please be advised that all submissions become Government property and will not be returned. Please refer any questions to the POCs identified below. DoD representatives will not meet with RFI responders unless additional clarification of potential solutions and comments provided is needed.
