- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. I. INTRODUCTION. A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ) number is: TARDEV08511 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51 Effective 16 May 2011. D.The North American Industrial Code System (NAICS) code applicable to this acquisition is 561210 with a size standard of $35.5M for small business applications. E.Basis for award - The proposed contract action is a service for which the Government intends to solicit and negotiate solely with Conexus, INC, 250 North Lincoln Avenue, Lebanon, PA 17046. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. II.GENERAL. A.The United States Army Contracting Command in Warren, Michigan has a requirement for the following service: Statement of Work 1.0INTRODUCTION The U.S. Army TARDEC Petroleum Laboratory (APL) at New Cumberland, PA is requesting a preventive maintenance contract for the heating, ventalilation, and air conditioning (HVAC) system associated with the laboratory in New Cumberland, PA. Mission requirements require rapid service and repair to maintain constant temperature and humidity levels within the laboratory areas. 2.0 DESCRIPTION OF SERVICES. 2.1MAINTENANCE AND CALIBRATION: The contractor shall perform four preventive maintenance visits to APL located in building 85-3, New Cumberland, Pennsylvania annually. 2.1.1The contractor shall provide the following Preventive Maintenance Services for the laboratorys' building automation system (BAS). Equipment to be serviced includes the following: Rooftop Units (2) Exhaust Fan Controls Lab Exhaust Air Valves Lab Variable Air Valves Lab Hood Controls Included in BAS are all DDC Controllers, control dampers, valves and operators, sensors, relays, switches, transformers and all DDC devices controlling these systems. 2.1.2 During each preventative maintenance visit, technicians will: Check operator workstations, including printers and portable devices Verify proper controller operation. Check sensors and other inputs to the systems. Check dampers, damper operators, valves, relays, switches and other devices in the system. Review trend data to help identify emerging issues Review alarm history for system problems Upgrade system software and firmware within the same version Provide software modification for system optimization. Up to 15 minutes per instance of remote assistance or system coaching (via phone or internet) 2.2 The Phoenix Lab Controls system shall be inspected two times per year in conjunction with 2.1. 2.3 MAINTENANCE: The contractor shall perform four preventive maintenance visits annually 2.3.1 The contactor shall supply all labor and equipment to perform the maintenance onsite. 2.3.2 At the conclusion of each visit the contractor shall be provide the COR a report of overall progress and specific results of the visit. 2.4 Emergency service shall be provided 24/7. 2.5 The contractor shall provide a certified technician (approved by the COR) to conduct repair on the BAS. 3.0 GOVERNMENT-FURNISHED PROPERTY The Government does not anticipate furnishing the Contractor any Government property in order to perform the work required under this SOW. 4.0 COORDINATION The Contractor shall maintain close and continual coordination with COR, to assure adequate and timely flow of information. 5.0 OPTION YEARS Period of Performance of the contract shall be 1 base year with four (4) one-year options. 6.0 PLACE OF PERFORMANCE: New Cumberland Army Depot Petroleum Lab, Bldg 85-3 New Cumberland, PA 17070 Attn: Lewis J. (End of clause) 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 6 June 2016. (End of clause) 52.217-4003 (TACOM) EVALUATION OF INCOMPLETE OPTION PRICING (FEB 1998) (a)Per FAR 17.203(d), offerors may price the option CLIN in this solicitation incrementally, by entering different option unit prices that will apply to different subquantities or quantity ranges (in the event that the Government elects to exercise less than 100% of the option). Notwithstanding this fact, the provision entitled EVALUATION OF OPTIONS (FAR 52.217-5, located elsewhere in this Section M) indicates that the Government's evaluation for contract award will include each offeror's price for 100% of the option quantity. (b)In light of the above, if an offeror specifies unit prices that apply to one or more option quantity ranges, but does not specify a unit price for 100% of the option, we will evaluate that offer for award as follows. The option price for such offer shall be deemed to be the higher of (i) the unit price that applies to the basic (non-option) quantity, or (ii) the highest unit price that is identified against any range or subquantity of the option CLIN. To track the status of your invoice, click on the link, "Pay status" (myInvoice-External link) at the bottom of the left-hand menu. TACOM-Warren uses WAWF-RA (Receipt and Acceptance) to electronically process vendor requests for payment. (See DFARS clause 252.232-7003, entitled "Electronic Submission of Payment Requests and Receiving Reports"). Under WAWF-RA, vendors electronically submit (and track) invoices, and receipt/acceptance documents/reports. Submission of hard copy DD250/invoices is no longer acceptable for payment purposes. The contractor shall register to use WAWF-RA at https://wawf.eb.mil There is no charge to use WAWF. Web-based training for WAWF is also available at http://www.wawftraining.com/ To obtain payment, WAWF requires the contractor to input/indicate the various DoDAAC (Department of Defense Activity Address Code) codes that apply to the acquisition. These codes can be found on the cover page of contracts/orders as described below. Also, contractors must ensure to include the purchase request number in the line item description. This number can be found under the line item description on the order/contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes the following: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub- contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor, and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any)incurred to comply with this reporting requirement.
