Description
The Department of Veterans Affairs, VISN 15 Contracting Office intends to award a contract sole-source basis under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C.2304(c) (1), as implemented by FAR 6.302-5, Authorized or required by statute under the Veterans First Contracting Program to Alliant Healthcare Products, 8850 M-89, Richland MI 48093. This requirement is for ENDOSCOPY BOOMS, LIGHTS, TOWERS AND INTEGRATION SYSTEM The requirement is for the communication, booms, surgical lights and tower integration system at the Columbia VAMC to be used in the Hybrid OR Endovascular Surgical Suite. The communication, endoscopy booms, surgical lights and tower integration is an all encompassing OR system that enables the surgical suite to communicate with other OR room; pathology; ICU and other areas throughout the facility. The requirements for the integration system are as follows: 1.System must provide a central touch screen that integrates with our existing Stryker endoscopy system and controls the boom, surgical lights, endoscopy towers and communication devices (routers). oWireless control of compatible devices from sterile field "Wireless headset technology oMust integrate with existing Stryker equipment: 1188 HD 3-chip camera; Stryker X8000 light source; Pneumo-Sure XL high flow insufflator. oMust integrate with existing Stryker booms, surgical lights and tower integration system which exist in the other operating rooms. oInstallation services must be included. 2.System must provide custom designed ceiling booms and flat panel arms oOne 750MM Articulating Anesthesia Boom should include five gases and eight electrical oOne 750MM Articulating Equipment Boom should include three gases and eight electrical oOne 750MM Articulating Perfusion Boom should include four gases and eight electrical oOne Large Monitor Boom oOne Light and Flat Panel Arm oTwo Flat Panel Arms oOne Dual monitor Flat Panel Arm, 10' oOne Dual Monitor Flat Panel Arm, 9' oBuilt with easy to move articulating arms and front and back brakes. oHidden cables for clean look and feel oAllow for any industry standard gas and electrical outlets; along with video cables oArticulating and non-articulating maneuverable arms that meet or exceed reach of 82 inches and has a 112 inch radius oFlat panel arms that provide 330 degree rotation oU-Rails on boom shelves for accessory attachment oContain several different shelf sizes to accommodate any vendors equipment up to 330 pounds oAccommodate any different ceiling heights 3.LED Surgical lights oSet of Dual LED Surgical Lights, to include one camera ready LED and one non-camera ready LED oSet of Dual LED Surgical Lights, to include two non-camera ready LED's oOne LED Surgical Light, non-camera ready oMounted on ceiling booms oAllow for effortless maneuverable positioning oCompatible with communication system allowing nursing staff to maneuver light at a distance. oAutomatic reserve light ensuring adequate lighting throughout the procedure oContain heat dissipation assembly; removing 99% of radiant heat and directs remainder of heat away from surgeons and patients oAdjustable field diameter (spot size) of 6"-14" o136,000 Lux of illuminating intensity o4200 degree Kelvin cool temperature o48" of vertical travel light head o38" depth of field oCompatible with voice activation system oColor rendering index designed to represent the light output that matches natural sunlight. 4.Video System must contain in light surgical cameras o470 lines of resolution o30x zoom ensuring a clean and crisp picture. oVideo can be routed to a flat panel monitor; digitally recorded in mpeg; jpeg; or bmp format. oElectrical and data signals carrying separately via a five pole communicator oProvides high definition video monitoring with 21inch and 26 inch LCD monitors 5.System must have smoke evacuator oIntegrated into the endoscopy booms to save floor space oMust have brushless motor that is rated to 20,000 life cycle hours oThree operating modes: Max flow (8/hour of filter life); electro-cautery unit (ESU) 16/hours); laparoscopic (24/hours) oMultiport filter designed to accept any size tubing This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government in the future. Interested parties may identify their capabilities by responding to this requirement, no later than 4:00 pm CST, 10 June 2011. All information submitted should demonstrate/support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email to hans.lorenzini@va.gov with the total file size being no more than 5 pages long. Capabilities statements will be maintained for future reference.
